Automatic Meter Reading (AMR)
Professional Meters, Inc. (PMI) has begun automatic meter reading equipment installation on the City’s water system (O’Fallon, Fairview Heights, and surrounding areas).  The $2.8 million effort will allow radio reading of all meters with seamless loading into the billing system and production of individual bills.  Almost every water meter in the system, 14,000+ total, will be replaced.  The PMI employees are installing more than 100 meters per day and expect that number to grow significantly as they anticipate the project to be completed in October.

Pavement Overlay Program
The City’s overlay program for 2004 is  underway despite the persistent rains that have occurred.  By the end of this fall, the following roads should at least be partially overlaid:  Amhurst, Belpre, Bevirt, Booster, Colony,  Creekside, Dartmouth, DeSoto, Dogwood, Eagle, Edgewood, Emily, English Pine, Evergreen, Fountainbleau, Fox Run, Georgetowne, Glen Hollow, Greentree, Heatherwood, Julia, Kim, Matthew, Meadowlark, Misty Valley, Oak Tree, Peachtree, Ponderosa, Princeton, Rebecca, Red Pine, Reiss, Ruth, South Walnut, State, Stoneybrook, Sugar Pine, Susan Court, Talon Drive, Terrace, Timbercreek, Vanderbilt, South Vine, Virginia, Westfield, Westminster, East Wesley, Woods Way, and Yale.  That is 14+ miles.  Proposition S sales tax proceeds (more than $2,000,000 this year) will make this work possible.

Old Collinsville Road
The reconstruction of the road north of Highway 50 to the I-64 frontage road is underway.  The nearly $1,000,000 project is a joint venture between Fairview Heights and O’Fallon.

Hank’s Excavating of Belleville was the successful bidder and is the prime contractor on the project.  Please be aware of the construction and plan accordingly, as use of the roadway will be limited to the residents living along it.  Anticipated completion date is toward the end of August.


Northwest Quadrant Transportation Study
HDR, Inc. and CBB Traffic and Transportation Engineers have conducted interviews with surrounding community, county and township road district officials on any plans that they may have or desires for major improvements to the roadway systems to the northwest of O’Fallon central.  
        
The existing road network is inadequate to non-existent in parts of the region that is developing rapidly.  The goal of the study will be to determine the location and size (lanes) of roadways needed to efficiently move traffic through the region.


Obernuefemann Road
Despite the need for improvements in the road now, state and federal funding for the road listed by IDOT as a major  collector road is not available until 2009.  O’Fallon has secured over $500,000 in that timeframe for the road’s improvement, garnering 21% of the funding available within St. Clair County for 2009 improvements to collector roads.


Stormwater Improvement Study
Black & Veatch, the City’s consultant, has completed modeling of the major storm water receptors in O’Fallon – Engle and Rock Springs Creeks.  They are now in the process of writing the sections of the report with their recommendations.  It is anticipated that the report will be completed by the end of July.

Old Collinsville Road (North of I-64 to Milburn School)
An attempt to secure funding by Fairview Heights and O’Fallon in 2010 for badly needed improvements to this section of road was disapproved by the St. Clair County Surface Transportation Program Committee as not ranking high enough to demand funding in comparison to other County-wide projects, despite the unprecedented growth in the area.  For now, communities needing new roads are pretty much on their own to find financing as state and federal programs are drying up.


Bike Trail Initiative
The joint effort of the Parks & Recreation and Engineering & Public Works Departments is underway with Trailnet, Inc. providing Bicycle Facility Planning Services.  Most activities to date have been data collection.  Public input will be sought in the near future.  Trailnet is developing a bike trail Master Plan that can be used as supporting documentation for grants for bikeways as well as part of the City’s master planning effort directed by the Planning & Zoning Department.    


General Concrete and Sidewalk Repairs
The repair of curbing along roads to be overlaid in Southview Subdivision is complete.  Spot road slab repair has begun and sidewalk as well as additional curb repair throughout the City will begin shortly.  Unlike last Summer where long stretches of sidewalk were added along City streets, this year most sidewalk jobs will be repairs.

West Highway 50 Overlay
The overlay of Highway 50 from Old Collinsville Road to Long Drive (Sam’s Club intersection) should begin in July.   Additionally, by agreement with the City, Sam’s Club due to their expansion (gasoline station) will put a right turn lane on the west bound lane of Highway 50 from roughly Hartman Lane to Long Drive.
