Pavement Overlay Program
The City’s overlay program for 2004 is complete. Over 16 miles of streets were overlaid using Proposition S sales tax proceeds.

We appreciate the cooperation of the residents, as the effort was not without problems. Evaluation of the City’s asphalt and chip & seal streets is ongoing to determine the areas that will receive an overlay in 2005. However, water and sewer line projects slated for next year may push some streets back an additional year.
Coordination of capital projects is not simple.
Old Collinsville Road
The reconstruction of the road north of Highway 50 to the I-64 frontage road is complete. Hank’s Excavating of Belleville accomplished the $1,000,000 improvement within the scheduled timeframe despite an operating engineers strike that stalled progress for nearly three weeks.
The project was a joint venture with the City of Fairview Heights and used motor fuel tax (MFT) funding in conjunction with a federal grant.
West Highway 50 Overlay
The overlay of Highway 50 from Old Collinsville Road to Long Drive (Sam’s Club intersection) was completed by Reese Construction. The 4,400-foot, five lane job was completed in September.
Stormwater Improvement
Black & Veatch, the City’s consultant, has delivered its draft stormwater master plan for the City. The plan identifies nearly $12 million improvement projects. In addition, Wayne Kinney, a stream analyst, has completed his surveys of Engle and Rock Springs Creek. Wayne has many years of experience in dealing with both rural and urban stream reaches in southwest Illinois. We have used his reports to guide contractors who have completed needed stream bank repairs to protect sanitary sewer and water lines. An estimate for the improvements that Wayne has recommended has not yet been established.
Over the winter, the City will use the master plan and stream analyses to formulate an approach to all the City stormwater problems. On a positive note, neither effort found critical flooding problems. Instead, the City is plagued with numerous hardship- causing, nuisance stormwater problems that need to be fixed.
Sewer Division
The City has over 100 miles of sanitary and storm sewer lines, but since they are underground and out of sight, few know of the efforts of the Division. The Sewer Division within our Public Works Group is not only tasked with keeping those lines flowing freely, but is also responsible for keeping the 14 lift stations that are part of the sanitary system operating. With the majority of the sanitary and storm system 40+ years old and subject to invasion by roots and material that shouldn’t be in those lines, it is a big job for a crew of four.
The Division has made significant strides recently to improve their ability to respond to problems. A newly installed monitoring system alerts crew members of lift station malfunctions and allows corrections via computer. In addition, new cleanout and inspection equipment allow for proactive maintenance. Use of their time is illustrated below:
General Concrete and Sidewalk Repairs
$130,000 of repairs to curbing, road slabs, and sidewalks was completed this past summer by Riteway Construction.
