Place Waste Containers Near the Curb
You can help us to maintain the pavement edges on our streets by placing the wheels of your green Waste Management cart (and any other refuse for pickup) in the gutter line of curbed streets and on the edge of the paved section of non-curbed streets. When the containers are placed in this manner, the large waste hauling trucks, with their heavy wheel loads, travel down the center of the street, which can better accommodate the weight. Rutting, shoving, and premature cracking of pavements can be minimized by just this simple step. The short period that these containers are at the edge of the road does not
impose a safety hazard any more than cars parked in the area do. Please also remember to keep the carts, etc. away from mailboxes as the arm of the truck could possibly damage your mailbox. Thanks for your assistance in helping us to retain our quality streets.
Seven Hills Road Sidewalk Connection
The culvert is in place and the associated work, drainage and sidewalks are complete. The small portion of sidewalk provides the connection between Moye School Road and Wildwood along Seven Hills.
Elm/Orchard Area Mine Subsidence Repairs
The work needed to correct the 1999 subsidence in the neighborhood that affected water, sewer and roads has been completed. Thank you to area residents affected by this work. Your cooperation and patience was appreciated.
Obernuefemann and State Street Roundabout
The project has cleared all IDOT review hurdles for a second time due to right-of-way (ROW) conflicts found late in the design phase. We hope to have all ROW problems resolved for a late spring bidding of the project. Keep your fingers crossed.
Regency Drive/N. Green Mount Road Intersection
By the date of this publication, the intersection should be usable and the automated traffic signals in place. However, due to the time of year, the contractor will be back in the spring for fine grading and seeding of the shoulder areas.
Storm Water Utility
A copy of the Storm Water Advisory Committee’s presentation to Council members is on the City’s Web Page under the Public Works Section’s Storm Water Program, see SWAC Meeting Materials. This presentation outlines the needs and direction provided for the formulation of a utility. 
Currently, we are analyzing properties within the City to determine what the user fee should be, how best to implement that fee, and the ordinance changes required to make the storm water program its own enterprise fund (a utility) on parity with the existing City water and wastewater utilities. The overall effort is in about its eighth month of a nearly year-long process.
Water Storage and Pumping Improvements
IEPA has informed the City that a low cost loan of $3.5 million has been reserved for construction of two one-million gallon elevated water storage tanks. One will be located near the intersection of Simmons and Porter Roads and the other across from Fulton Junior High School on Kyle Road. As of this date, funding is not available for the needed booster pump station in Fairview Heights, but the possibility still exists that it may also be available in 2007. Meanwhile, the design review section of the IEPA water division has begun technical review of our design and the Air Force and FAA are studying the towers for flight and radar coverage obstacles.
Central Park to Regency Park Water Main
A 16-inch diameter water main under I-64 between Central Park Drive and Regency Park Drive is now in use. Additional improvements in the water mains in Regency Park have also been placed in service. These water lines eliminate dead ends in our services to areas both north and south of the interstate. The benefit to our residents is the ability to provide multiple paths for water delivery, eliminating service shutdowns due to emergencies or needed repairs.
Simmons Water Main
The recently completed water main along the east side of Simmons Road between Fairwood Hills Drive and Porter Road is the first phase of a main looping project that will eventually tie mains at the intersection of Venita Drive and Highway 50 to Hinchcliffe Elementary School. The completion of Phase II during this coming summer will allow better and multiple service paths to the customers in the area and throughout O’Fallon.
Bunkum Road Water Main Replacement
The water main running along the east side of Bunkum Road in front of the Fairview Heights City Hall has been replaced. The old line placed prior to O’Fallon providing water service to Fairview Heights was in the way of St. Clair County Highway’s reconstruction of the road there.
While our contractor was in the area, a bottleneck to transmission of water to O’Fallon along St. Clair Avenue was also eliminated with the installation of approximately 800 feet of water line from Bunkum to the east. Before this improvement, a majority of the water destined for O’Fallon from Illinois-American Water Company’s production plant in East St. Louis had to wind its way through neighborhood water mains in Fairview Heights.
