ENGINEERING AND PUBLIC WORKS

Yikes!  Don’t Flush It Down The Toilet!
6122006_115030_5.jpgCity sewer crews are struggling to keep pumps in our lift stations clear of disposable wipes and scrubbers like those advertised on TV.  Contrary to the advertisements, these wipes and scrubbers are not sewer system friendly, and they significantly increase the likelihood of a sanitary sewer backup in your basement as well as your neighbors’ basements.  As sewer backups caused by these wipes can occur rapidly, the City will not be responsible for the backup and any related damages.  Please do not dispose of paper or plastic products (beyond toilet tissue) in your toilet or other drains.  The home you save may be your own.

North Lincoln Avenue Reconstruction
This $400,000+ project from Washington to Jefferson Streets should start at the end of the 2005-2006 school year and be completed in time for the beginning of the 2006-2007 school year.

State Street Overlay
The project is complete.  We appreciate the public’s patience during construction.

Obernuefemann and State Street Roundabout
This project has hit a snag.  After extensive research, we have discovered that the existing right-of-way maps for that area of the City appear to be incorrect.  IDOT has directed the City to alter its project documentation to fulfill federal requirements for right-of-way acquisition.  Standby for news on this one!

Simmons Road Reconstruction
6122006_114534_2.jpgIt looks like a war zone out there, but great progress has been made since the work began.  At the present rate, this construction should be complete by the end of July, dependent on weather.

Elm/Orchard Area Mine Subsidence Repairs
The work is underway, and what has been completed to date has allowed the City to abandon a problematic sewer lift station, saving countless hours of labor.  Unfortunately, this work affects the neighborhood water, sewer, storm drainage and streets.  Residents in this area are suffering a bit to allow project completion.  We appreciate their understanding and patience.

2006 Pavement Overlay Program
The contractor had a little time in early May to overlay Cedar, West Madison, and West Adams.  The remainder of the 6122006_114403_0.jpgoverlay work began in June.  The following streets will be completed this year (list is subject to alteration due to the wildly fluctuating cost of asphalt and fuel): Maces Grove, Cherry (north of White Oak), White Oak Drive, Wesley (west of Lincoln), Monroe Circle, Howland Court, Shallowbrook, Wildwood (west of Smiley), Deer Run, Brandonwood, Jamie Lane, Joshua, Quail Run, Ramblewood, Greentrail, Somerset, Woodlake, Phillip Court, Shadowridge (from Wesley to Dustin), Venita (from Frontage Road to RR tracks), and 7th Street (from Lincoln to Parkview).

Storm Water Utility (SWU)
Based on the Storm Water Advisory Committee’s recommendation, the City, with the assistance of a consultant, has begun an analysis of properties within the City.  The analysis will include the possible range of user fees, how best to implement those fees, and the ordinance changes required to make the storm water program its own enterprise fund.  The total analysis or analyses will take approximately nine months.

A copy of the advisory committee’s presentation to Council members is on the City’s web site under Engineering & Public Works - Storm Water Program.   Click on the SWAC Meeting Materials link.

Water System Capital Improve.
In response to a January 25, 2006, IEPA notice, the City is planning to build two one-million gallon elevated water storage 6122006_114757_3.jpgtanks.  One will be located at the intersection of Simmons and Porter Roads on the grounds of the new Family Community Park.  The second will be across from Fulton Jr. High School on Kyle Road.  Both towers will be designed to house rest rooms and storage for the Parks & Recreation Department.  The tower facilities at the Family Community Park will replace a rest room already planned for the area where soccer fields will be located.  Across from Fulton, the facilities in the tower’s base will serve the bicycle trail head (O’Fallon to Troy) and a future neighborhood park.  Land for the new pumping station at French Village (western edge of Fairview Heights) has also been obtained.

Regency Park/N. Green Mount Road Intersection
The construction of this intersection will begin in July.  Once construction begins, please drive cautiously.  Other building construction may be occurring during the same time frame.

Seven Hills Road Culvert Ext.
Nothing is easy, and this project exemplifies that phrase.  We have the necessary approvals from the U.S. Army Corps of Engineers as well as the Illinois Department of Natural Resources and the culvert section has been manufactured.  By the end of July, we hope to have the culvert in place, some erosion control complete and a sidewalk from Moye School Road to Wildwood constructed.

Large Street Signs
6122006_114911_4.jpgThe City has obtained a grant from the Area Agency on Aging of Southwestern Illinois to place larger font street signs at a number of intersections throughout the City.  These signs have been delivered and installation began in June.
