North Lincoln Avenue Reconstruction, Phase 2

With the end of school, this $320,000+ project from placeJefferson to addressStreetMonroe Street is underway.  The work should be complete by the start of the 2007-2008 school year.  Please excuse the mess and need to re-route traffic from this busy section of street.   


Obernuefemann and State Street Roundabout

Hooray!  We have finally obtained all the needed right-of-way (ROW) and easements for this project.  The report on the ROW acquisitions has been sent  to IDOT (Illinois Department of Transportation) for their review.

The annual overlay program is underway.  We will attempt to keep the Public Works page of the City web site up to date on progress and schedule.  The streetsincluded in this year’s programare:  Sherryl Court, Pheasant Run, E. Brittany Lane, W. Brittany Lane, Arrowhead, Jennifer, Nicole, Robert, Hilgard, 4th, 5th, 6th, 7th, North Lincoln, Country Oaks, Kensington, Oak Hollow, Oak Meadow, Oak Ridge, Oak Creek, Royal Oak, Thornbury Place, Victoria, Coachlight, Chiswick, Aladar, Amy, Loblolly, Shingle Pine, and Rutherford Ridge.

Work continues on determining the impervious (rain-shedding) surfaces of commercial, church, school and government facilities.

Water System Capital Improvements
In response to the 1/25/06 Illinois Environmental Protection Agency (IEPA) violation notice to the City stating that we do not have enough water storage or sufficienthttp://www.ofallon.org/Public_Documents/OFallonIL_Administration/Articles/July_2007/00FBF4D7-000F8513.4/7102007_12431_4.png?src=.BMPpumping capacity, the City has completed designs for two one-million gallon elevated water storage tanks and a new pump station.  

One of the new tanks will be located along Pausch Road, just north of the Bluffs at Ogles Creek Subdivision.  The location of this tank was originally planned to be installed at the new Family Sports Park near the intersection of Simmons and Porter Roads, but due to soil concerns and undermining, the new location was chosen as a better site.

The second site remains across from Fulton Junior High School on Kyle Road.  The tower across from Fulton will be designed to house restrooms and storage for the Parks & Recreation Department and will nicely serve the bicycle trail head (O’Fallon to Troy).  

The new pumping station will be located at French Village (western edge of Fairview Heights).  Construction on the pump station should begin this fall with the water towers shortly afterwards.  However, construction hinges on the availability of a low interest loan from the IEPA Water Infrastructure Fund.


2007 Concrete Repair Program
Please be alert to this ongoing project that touches every part of the city.  Due to its nature, the workers and barricades are in many different locations during the day.  Repairs are being made to sidewalks, streets, and drainage structures.     

 
Supervisory Control and Data Acquisition (SCADA) System
Contractors are at work installing and fine tuning the system that controls and monitors our water distribution system.  Previously, the City had a patchwork-quilt type of system that married many different mini-systems together to give a reasonable status of the water distribution system, but many important parts of the system were not reported on.  The old system’s status was also only visible at the Public Works Compound.  The new system allows remote monitoring of the system via personal computer through a web connection.  Important locations are linked wirelessly by antennae located on our water towers.  Currently, when a problem occurs, an alarm is sent to personnel and not just to the Police Department.  Data on operations is also stored so that personnel can determine the cause of problems and the need to adjust the system’s operation.  


Wastewater Treatment Plant Capital Improvements
In response to an Illinois Environmental Protection Agency (IEPA) violation notice, the City is installing two generators at the addressStreetReider Road plant.  A 400 kilo-watt generator will be installed to power the terminal lift station that lifts wastewater into the plant from the trunk mains during an emergency.  A new 900-kilo-watt generator will power the plant.  Previously, it had been thought that AmerenIP had an electrical feed that could provide service to the lift station and plant if the primary feed was disabled, but that is no longer the case.  Therefore, generator power is needed for back-up.  The cost of the generators alone is in the vicinity of $250,000.

The good news is, our wastewater treatment plant continues to operate efficiently and meet all environmental requirements.  The bad news is that the system hasbeen operating in the red for the past four years.  Over that period of time, we have worked to economize our operation and review labor costs (the largest single cost) attributed to the system and made necessary adjustments.
