Pavement Improvement Program
More than 30 miles of streets in the City have been improved over the past two years using Proposition S sales tax proceeds. An additional eight miles will be improved during 2005. These improvements include:
South Lincoln from 1st Street to Highway 50
Augusta from 2nd Street to Highway 50
Smiley from Deer Run to Highway 50
Weber from 1st Street to Highway 50
Woodleaf from Quail Run to St. Nicholas
Shadow Ridge Crossing from Tanglewood to East Wesley
Tanglewood
Applewhite
St. Nicholas from Smiley to Woodlake
2nd Street from Smiley to Weber
7th Street from Lincoln to Parkview
In addition to the above listed improvements, State Street from near Obernuefemann Road to Carson Drive (approx. 1.75 miles) will be resurfaced and North Lincoln from East Jackson to Washington will be reconstructed.

Old Collinsville Road
The reconstruction of the road north of I-64 to Milburn School Road is a priority for both O’Fallon and Fairview Heights. In a program to fund local community road reconstruction, we have not had a high enough priority in the Metro-East to win the needed federal funding for this multi-million dollar project. However, both cities are re-working submittals to garner the funds as soon as possible. It is hoped that the data now available will better place this project in line to receive the needed funding.
Aging Sewer Lines and Infiltration and Inflow
Recent winter rain storms have shown that the City’s sewer system is aging and allows more infiltration and inflow (I/I) than previously had been assumed. As a result, investigations into sources of I/I are currently ongoing. Besides aging sewer lines and manholes that are misaligned or have large cracks at joints, sewer laterals to individual houses are suspect. Additionally, past studies have shown that some homes have storm drainage and sump pumps tied to sanitary sewer lines. This is a “no, no” and left unresolved could lead to the City paying fines to the Illinois EPA.
If you have such connections, you need to have them corrected before inspectors find them. Section 51.035 of the City’s Code of Ordinances states: “No person shall make connection of roof downspouts, exterior foundation drains, area-way drains or other sources of surface runoff or groundwater to a building sewer or building drain which, in turn, is connected directly to or indirectly to a public sanitary sewer.” The Code of Ordinances sets forth penalties for such a violation(s) as follows: “Except as otherwise provided, a person convicted of a violation of this code shall be punished by a fine of not less than $75, and not more than $750.~ With respect to violations of this code that are continuous with respect to time, each day the violation continues is a separate offense.” Why so
serious a violation? Left unchecked the City would have to provide additional wastewater treatment plant capacity (huge capital cost) with increased manpower costs and this leads to the City’s sanitary system users paying higher fees than necessary for the added treatment requirements.
Water Division
The Division has 14,000+ water customers in O’Fallon and Fairview Heights. The water is purchased from Illinois-American Water Company at their plant in East St. Louis and distributed to O’Fallon customers via City pipelines. There are three ½ million gallon, elevated storage towers – at St. Clair Mall, near the O’Fallon YMCA, and near Moye Elementary School. Additionally, there are two ground storage tanks capable of holding another million gallons. The distribution system, with some piping in excess of 60-years old, is constantly being replaced. It is a big job for a crew of ten, especially with the growth O’Fallon and Fairview Heights is currently undergoing. Use of their time is illustrated below:
