Old Collinsville Road Reconstruction
12112009_111441_1.pngThis project should be underway by late July or early August (2010). The bids received on April 23rd were well within the engineer’s estimate (just under $2 million). The work between the I-64 Frontage Road (Salem Place in Fairview Heights) and Milburn School Road is a joint venture between the Cities of O’Fallon and Fairview Heights. Expect the one mile stretch of roadway to be under construction beginning in July or August, this summer, and continue through July of 2011.   

Overlay of South Lincoln
Dependent upon contractor availability, St. Clair County has informed the City that they will be overlaying this street from Hwy. 50 south to the I-64 overpass this summer. This work shouldn’t take too long, but watch for the temporary delays that will occur as this project progresses.

Water Towers
The Kyle Road and Pausch Road Water Towers are complete. The City can now store two million additional gallons of water that will be used to respond to summer daily demands. This additional storage will also provide additional fire flow should it be needed in O’Fallon or Fairview Heights. With the additional storage capacity, we will now be able to perform maintenance on the older towers and tanks in the water system.  

Porter/Simmons Roundabout
Roundabout.pngUnfortunately, this project will not get underway and completed during the school vacation period this summer.  Instead, construction will occur during the summer of 2011.  

Milburn School Road Improvements
Designs have been completed for the improvements to the roadway between Simmons Road and Merriam Parkway. The City is currently working on obtaining the necessary right-of-way and construction easements to allow the project to be bid. The new roadway will be two lanes with turn lanes at the major intersections and a roundabout at the Merriam Parkway intersection. Dependent upon IDOT’s acceptance of the real estate documentation, this work could start as early as this fall.  Like the Old Collinsville Road project, this one mile stretch of road will take a year to complete.  Despite phasing of this project, detours will be extremely long due to the lack of an abundance of alternate routes in the area. We expect many calls by frustrated motorists during the construction period. Please be patient.     

O’Fallon-Troy/North Lincoln Reconstruction
St. Clair County received bids for this project on April 23rd. The 2.1 mile project stretches from just south of Bethel School Road to Scott-Troy Road. Turn lanes along O’Fallon-Troy at Seven Hills Road and at Scott-Troy will be built as part of the project. The work will likely begin in August and take well over a year to complete. The low bid for this project was $4,200,000.   

Hwy. 50 and I-64 Frontage Road Overlay Project
This summer IDOT will overlay Hwy. 50 from Eastgate Drive (Market Basket) to I-64 (Auffenberg Ford), and the Frontage Road from Venita Drive (IHOP) to IL-159 (Ramada Inn in Fairview Heights). This project is a relatively simple one and should go fairly quickly.  However, the scope is large  and will be the cause of travel delays in O’Fallon. The start date is unknown at this time, but work should commence in July or August. The estimated cost of this work is $2,500,000.  

Behrens Area Sanitary Sewer Mains
The City of O’Fallon and O’Fallon Township received nearly $200,000 through a St. Clair County Community Development Block Grant (CDBG) for sanitary sewer main construction in the area near our Behrens Street Water Tower. This area is still in the township and not the City, but the City is the sanitary sewer authority for the area. The project was a priority for the St. Clair County Health Department due to the numerous failures of septic systems in the area.   

Water Main Improvements and Extensions
Barricade.jpgCity workers, teamed with contractor support, have accomplished a large water main extension and a number of small water main replacement projects over this past winter and spring. 8,000-feet of pipe along Rieder Road from its intersection with Shiloh Valley Township Line Road to the intersection at Hwy. 50 is now in place. Customers in the region now have water service and fire hydrants in place to protect agricultural buildings and residences. Sections of water mains on Karl, Lawn, Edwards, and Hwy. 50 were also replaced.  

Anne, Alma and Edwards Area Sanitary Sewer Main Replacement
The first of the two phases of the replacement project has been bid and arrangements are being made for the construction. 2,400-feet of sewer main will be replaced when the project is completed. The existing clay pipe has many defects, including broken tiles and misaligned joints due to root invasion by area plants and trees. The sewer laterals from residences to the mains are large contributors to groundwater inflow. Heavy rains cause the sewer main to be surcharged and the result is back-ups in basements. The new main, along with new laterals to be installed by the homeowners, will stop the back-ups.

Concrete Pavement/Sidewalk Repair
It is that time of the year again. The City’s contractor will be making needed repairs. Look out for barricades along walkways and roads!  

Energy Savings Grant
Under an Illinois Department of Commerce and Economic Opportunity (DECO) program, the City of O’Fallon has qualified for an 80% rebate for the installation costs associated with variable frequency drives (VFDs) (motor controllers). The VFDs will be installed on the large water booster pumps at the Public Works Water Booster Pump Station in central O’Fallon, the Terminal Lift Station Pumps at the City Wastewater Treatment Plant, and the aeration disk motors on the Wastewater Treatment Plant’s oxidation ditch. Energy savings will result in a pay-off period of less than seven years. In other words, the VFDs will result in energy savings equal to procurement and installation costs in seven years or less. This equipment commonly has a life span of 10 to 15 years.
