News from Engineering and Public Works

Pavement Improvement Program
The City’s pavement overlay program for CY05 funded by Proposition S (1/2 cent sales tax collection) is underway.  The program, in its third year, has now overlayed nearly 35 miles of the City’s 140-mile road system.

The three big road projects left for this year are the overlay of State Street from near Obernuefemann Road to Carson Drive, approximately 1¾-miles; the reconstruction of Lincoln from Washington to East Jackson, nearly ½ mile; and the Smiley Street micro-surfacing project, one mile.  The State Street project was delayed until late summer due to IDOT’s abnormally busy schedule.  Unlike the Proposition S program, since federal dollars are involved, we must use IDOT letting procedures. The Lincoln Street project will hopefully be sandwiched between the Proposition S overlay program and the State Street job to limit the disruption to the motoring public.  The Smiley Street micro-surfacing project should take only three days to complete.  We appreciate your patience as we attempt to make our street system better, but delays are inevitable.  

Old Collinsville Road
As we have stated before, the reconstruction of the road north of I-64 to Milburn School Road is a priority for both O’Fallon and Fairview Heights.  The good news is that federal funding has been secured to help pay for the project.  The bad news is that the money will not be available until late summer in 2007.


O’Fallon-Troy Road
At the time of this publication, Congressman Jerry Costello has included funding in the reauthorization of the National Transportation Act to reconstruct the road from N. Lincoln to Seven Hills Road.  Currently, County Engineer Darrell Cates has his engineers busy doing the needed design work on this county road.  The timing of the funding for this project is not clear since the Senate has not approved the bill yet.

Obernuefemann and State Intersection
The City has successfully gained federal funding through an IDOT program to improve this intersection using a roundabout design.  Our consultant is working toward design completion and bid opening by next summer.

Venita and Highway 50 Intersection
The City has successfully gained federal funding through an IDOT program to improve this intersection by providing two left turn lanes from Venita onto Highway 50, a dedicated right turn lane from Venita onto Highway 50, and a dedicated right turn lane from Highway 50 onto Venita.  Our consultant is working toward design completion and bid opening by the summer of 2007.
General Concrete Repairs
The contractor has started the miscellaneous repairs to streets, curbs, stormwater inlets and sidewalks.  Please be alert for these much needed spot repairs in your pedestrian, bicycling and vehicular activities.  These repairs are likely to extend into late fall.  

Warning Siren Upgrade
Installation of four new sirens is complete.  The new sirens, placed to increase coverage of the City and surrounding area, are near: 1) intersection of Cambridge and Green Mount, 2) intersection of Merriam Parkway and Milburn School Road, 3) intersection of Scott-Troy Road and Braeswood Estates Drive, and 4) Moye School.  The good news (beyond the sirens being operational) is that these can be silently tested versus the older models that need monthly sounding.

Activity at Seven Hills and
Behrens Street Water Tower Properties
In order to correct drainage problems associated with the Seven Hills Water Tower site affecting the Quail Meadows Subdivision, a large quantity of soil removed from that site has been placed at the Behrens Street Water Tower site.  This area will be graded and seeded to provide additional greenspace area for use by our residents, such as soccer and baseball teams.  In the future, part of the Behrens site may be needed for Public Works storage facilities.

Additional I-64 Construction
In addition to the construction already underway between Caseyville and O’Fallon, IDOT has informed us that they will let a contract for additional overlay and ramp work east of Green Mount Road to be accomplished this fall.  It is hoped that this asphalt work will reduce the noise generation associated with the roadway.
Wastewater Treatment Plant (WWTP)
“I don’t know where it is”.  That is the standard response to the question about the location of our WWTP.  The O’Fallon plant is east of the City about ½ mile north of Highway 50 on Reider Road.  A crew of three dedicated individuals operate the plant without fanfare and complaints about odor. The plant serves approximately ½ of the residents of Shiloh and ¾ of the residents of O’Fallon. The Caseyville Township plant serves the remainder of the O’Fallon residents.  The plant operates on nearly a $3 million a year budget, and meets all current environmental requirements.  It treats on average four million gallons of water per day.
