City of O'Fallon ARTS COMMISSION Meeting Minutes
August 8, 2007 - 5:00 p.m.
Meeting of the Arts Commission Committee of the City of O’Fallon, held at City Hall, O’Fallon, IL

Item A.  Strange Folk Art Festival (Wiggins): www.strangefolkfestival.com: Sat, Sept 22, 2007 (10am-7pm)
Vendors (Qty: 95)
Sponsors: 2 new sponsors are St E’s Hospital and Craft Magazine, both donating funds.  Craft Magazine will be sending us 156 magazines ($15/copy at the store) for tote bags & will sponsor vendor/volunteer breakfast catered by St. Louis Bread company (bagels, fruit, muffins, coffee).

·       Music - Bellevegas Band booked to play 12-2, Mike Thielman DJ's rest of the day
·       Tourism Bureau – Autumn met with the group.  They are soliciting hotels, put us on their website, will help
get postcards to hotels, will contribute 2007 visitor guides for tote bags.  We will be featured in the Visitor
Guide next year.
·       Friday Night Reception – for vendors, VIPs/sponsors.  Wiggins soliciting Bandana's and Schafly.  Qdoba
can donate next year.
·       Decorations – ideas for other recycled/sustainable décor: pinwheels in ground/trees (Wiggins reseraching),
easy paper flowers of cellophane (trees).  Still taking donations: new or used paper lanterns, any size/shape.
·       Info Booth (Tote bags, programs, raffle) – Wiggins will be emailing schedule for volunteer signup.
·       Booth Guide Program/Map – Wiggins gave overview of (1) layout, (2) articles & projects being submitted by
vendors, (3) idea for ad payment via donation of raffle item.
·       Red Cross – timeMinute0Hour12noon to timeMinute0Hour164pm.  Making history!  First time a addressStreetBlood Drive link will be on a fest website.  Wiggin will add link, Caticchio will send email to sign up online (goal 25-45). “Buddy Blood Drop” will appear at Fest.
·       Activities:
o       Fiber Guild – live llamas, demo on spinning fiber.
o       ATC (artist trading cards) – info on how to participate on fest website; occurs on pavilion stage; Amy Rosenblum coordinating.
o       Cranky Yellow Ceiling Project - no charge to paint a panel; they provide all materials (panels/paint).
o       Hocus Pocus Club - unable to participate.
·       Tote w/goodies to first 150 patrons; addt’l sold at info booth for $6.
·       Raffletix from vendors with purchase.  Must be present to win.  Hutchison confirming no permit required
since money is not paid for tickets.  Donated Prizes: art work, gift certificates, free photo sessions.
·       Interactive booth (probably small charge for this to participants) & children’s art exhibit by Discovery School.
·       Vendor Tax Info - IL Dept of Revenue form EDC-124 (Special Event Collections Report) given to all vendors
on day of event.  Vendors registered as a business in IL provide Business Tax Number (IBT#) on the form. Vendors NOT registered as an IL business provide their Social Security #. Vendors mail form and payment of .076% within 10 days after event directly to IL Dept of Revenue in Fairview Heights.
·       Budget submitted by Wiggins for review.  Bulk of funds to be spent on advertising for first few years to insure vendors get plenty of traffic/sales and continue to increase awareness and attendance.
·       Attendance: Hoping to double to 5,000 for 2007 fest.
·       Miscellaneous/new business
o       Wi-fi: Will it be available in Park in time for festival?  If so, it would provide vendor access to “paypal”
        online for cash-free sales.
o       Relocate to downtown?  Unable to attend mtg, Faulkner forwarded question about having Fest downtown
& have businesses stay open longer, dance, etc.  Idea was discussed and it was decided that this location creates expenses and other obstacles:
§       Restrooms readily available at Park whereas downtown we would have to rent them: $$$.
§       Shelter (pavilions) exist at park whereas downtown we would have to rent at least 50 addt’l tents: $$$.   Mandatory supply of tents by vendors will restrict participation and create hardship for some vendors         and could reduce participation or increase vendor prices when they pass on tent costs.
§       Electrical/water readily available at Park, as well as Cavins as a support building for storage, staging, unexpected occurrences.
§       More parking at Park than downtown for an event of this size and nature (vendors need parking/staging
        too).
§       More family-friendly for this type of event with Park’s trees, grass, playground for antsy kids.
§       We can have bands/dances at the Park too.  Established downtown Dance store tried having dance festival downtown and it did not work out.  Downtown event may need to be of a different nature.
o       Research different weekend next year to not compete with Taste of St Louis.

Item B.  Arts & Parks Foundation (Hutchison).  501(c)3 status official.  Can begin looking for grants.  
        
Item C.   “1% for Public Art”(Hutchison):  No new information.

Item D.   Performing Arts Series (Caticchio, Hutchison).   Pending.

Item E.   Missoula Children’s Theater (Caticchio): “Cinderella” April 14-19, 2008 (8th residency).
Show times Friday 7pm & Saturday 1pm (instead of two Saturday shows).  Free Workshops: Moye, First Baptist, Hinchcliffe.  Workshop list sent to all schools May 2007.  

Item F.   Backyard Playhouse Summer Youth Theater Camp (Grimmer).  

Item G.  Links for Arts Commission Projects  (Wiggins).  After September, Wiggins will work on creating links off city/Parks website that connect to festival site, Backyard Playhouse and MCT (photos of past shows/casts, info on each upcoming event).
