In 2003, the Arts Commission held a competition asking for O'Fallon students and residents of all ages to submit original artwork using no more than three colors and no verbiage.  The original submissions were required to be 6 inches wide and 12 inches tall. One adult submission and one student submission were chosen as the winners, and banners were produced for three-season use on O'Fallon streetscapes.  The banners were first displayed as part of O'Fallon's 2004 Sesquicentennial Celebration.
