The Arts Commission was established to promote and encourage public programs; to further the development and public awareness of and interest in the fine and performing arts; to facilitate the identification and preservation of the cultural heritage of the city, and to act in an advisory capacity to the city in connection with the artistic and cultural development of the city. The Arts Commission consists of five members, all of whom are residents, and are appointed by the Mayor with the advice of the Council.

Sculpture addition
January, 2010 – The City of O’Fallon is the grateful recipient of a donation of another sculpture for Thoman Park from the OTHS Art Club. Last fall, Debbie Raboin, OTHS teacher, reported to the Arts Commission of O’Fallon that OTHS Art Club students had raised enough money to buy another sculpture for Thoman Park. Students chose area sculptor Donald Horstman, a 30-year veteran of the arts, and a past educator. Students voted on their preference, and Ms. Raboin submitted the dimensions and design to the Parks Department for approval. The sculpture that the Art Club is gifting to the city is called “Spirit”, created in the year 2007, with dimensions of 144”x26” x16”. Art Club students have previously donated two sculptures for Thoman Park in 2006.
