Over the past couple of weeks, we have received applications for several new commercial projects. While residential development continues to be slower compared to previous years, our commercial development is going strong. Here are brief descriptions on some upcoming projects going through our review process. All but one of these projects will ultimately require City Council approval.
Creekside Promenade
We have received plans for the Creekside Promenade retail development at the northwest corner of Kyle and Lincoln. The plans feature Walgreens as the anchor store with other retail including a coffee shop, deli, and dry cleaners. The property is currently listed as neighborhood commercial in the Comprehensive Plan. This project will require public hearing at the Planning Commission and City Council approval.
Starbucks
We have received plans for the Starbucks and retail center in front of Drury Inn on Central Park Drive. Starbucks plans to have a drive through window but we have not heard what other shops will be in the strip center. This project will require public hearing at the Planning Commission and City Council approval.
Regency Park Gas Station
We have received plans for a Dickerson Oil gas station at the northwest corner of Green Mount and Regency Park Drive. This is in the same area as the proposed Conference Center, Hilton Garden Inn, and Hampton Inn. A gas station has always been planned for that site through the annexation agreement, but Dickerson will have to design their project to coordinate with the conference center site and to be mindful of the residential subdivision nearby. In any case, there is currently no gas service at the Green Mount/I-64 interchange so it would be beneficial to all businesses in the area. This project will require public hearing at the Planning Commission and City Council approval.
Scott AFB Office Park
We have received plans for a proposed office park on Siebert Road adjacent to Scott Air Force Base. The land is owned by St. Clair County and they are acting as the primary developer for the project. This is different than most projects we see because a governmental entity is acting as the developer for a private development. However, the county will be treated the same as any other developer and they must follow the same rules. The primary challenge with this project is there is no sewer service at the site. In addition, the property straddles two sewer districts, ours and Shiloh. The county will have to extend the sewer down to the site and they may have to construct a new lift station, depending on their needs. State law dictates how sewer service areas operate, so there will have to be some coordination between the county, Shiloh, and O’Fallon. This project will require public hearing at the Planning Commission and City Council approval.
Cabinets Flooring and More
The old “Way to Play” building on Hartman Lane has been purchased by Cabinets, Flooring and More. It is a St. Louis-based business specializing in home improvement products. The property has a large metal building and the proposal calls for the entire operation to be in the building. Since the property is already zoned B-1 and they do not plan to do anything with the building, they can move in and open without City Council approval. They will need to improve the drainage on the east side near the batting cages and they will improve the parking lot.
