Here is a summary of Tuesday’s City Council meeting agenda items. The items are listed in the order as they appeared in the agenda. Click here to see the full texts of the resolutions, ordinances, and staff reports. As a reminder, resolutions and motions only need to be approved once to become official. Ordinances are required to be approved in two readings (over two meetings) before they become official.

Here are the items that were approved by the City Council:

Resolutions to approve an Annexation Agreement and Subdivision for 11235 and 11239 Country Village Place: The applicants are proposing to subdivide a 2.19 acre tract of land into two (2) lots located to the east of Country Village subdivision off of Hageman Road and is currently an undeveloped piece of property. The property is not yet contiguous to the City limits, so we will not be able to annex the property immediately.

Resolution to accept the roadway infrastructure in Crown Pointe Subdivision: When the Crown Pointe was developed, it was designed as a private subdivision meaning that the homeowner’s association would own and maintain the streets and stormwater infrastructure. In 2006, the Crown Pointe Homeowner’s Association requested that the City take ownership of the infrastructure. Several engineering surveys were conducted and the City determined that the streets were in adequate condition but the stormwater system was not. As a result, the City Council is accepting the street infrastructure but the stormwater system will remain with the homeowner’s association.

Resolution approving the Residential Property Sump Pump Drain Extensions and Stormwater Facilities Program: The program allows for cost sharing of projects that improve drainage of side and backyards where problems exist that are generally a problem associated with the grading of the subdivision(s). In particular, the policy was to address the conveyance of water from sump pumps that due to the nature of the residential yards and quantity of the discharge caused the yards to be constantly wet and potentially spill onto neighboring yards or pavements. The program that the policy would implement is subject to the City Council setting aside funding in the annual Public Works budget.

Ordinance approving the Transfer of Volume Cape on industrial development bonds (1st Reading): As a Home Rule community, O’Fallon has industrial bond authority for a very limited area of Industrial Economic Authority. If the city does not use or transfer the bond authority by May 1, it reverts back to the state. As the City does not have a qualifying use for the authority in 2008, the authority is being transferred to the Southwest Illinois Development Authority (SWIDA) for use in our area.

Ordinance approving the Zion Temple Baptist Church (1st Reading): The church wants to relocate to 146 Springfield Court (the old “Our World” building). The rezoning would also include the parking lot to the south at 145 Springfield Ct, where the church has negotiated a parking easement as part of their sales contract.

Ordinance designating Oxford Hill Road as a snow route (1st Reading): The ordinance was moved back to the Public Works Committee for further review.

Rock Springs Townhomes Ordinances: Two Second Reading ordinances dealing with the proposal to build townhomes at the current Rock Springs Trailer Park are on hold at the request of the developer.

Tax Increment Financing Ordinances: Five Second Reading ordinances dealing with the proposed Regency Park Tax Increment Financing District are on hold for legal review.

Rock Springs Townhomes Ordinances: Two Second Reading ordinances dealing with the proposal to build townhomes at the current Rock Springs Trailer Park are on hold at the request of the developer.

Now you’re up to date. Next Monday night, committee meetings will be held for Finance and Administration at 5:30 p.m., Community Development at 6 p.m. and Public Works at 7 p.m.
