Here is a summary of Monday’s City Council meeting agenda items. The items are listed in the order as they appeared in the agenda. Click here to see the full texts of the resolutions, ordinances, and staff reports. As a reminder, resolutions, motions, and special event permits only need to be approved once to become official. Ordinances are required to be approved in two readings (over two meetings) before they become official.

Here are the items that were approved by the City Council:

Alderman Appointment: David Snyder was appointed as the new Ward 4 Alderman following Allen Medford’s resignation. Alderman Snyder had been serving as the Chairman of the Planning Commission and also is active with the O’Fallon Rotary Club, Chamber of Commerce, and his church. He will serve until the next municipal election in April 2011.

Resolution to approve a new AT&T cell tower lease: AT&T currently has cell phone equipment on the City’s radio tower at 108 E. Washington (Fire Station #1), and they plan to install more equipment. The new lease will generate an additional $500/month for the City. The current fee is $20,400 per year, and the new fee will be $26,400 per year.

Resolution to approve property acquisition services for the Porter/Simmons Rounadbout: The City received an IDOT grant to construct a roundabout in 2010 at the intersection of Porter and Simmons. The resolution is for Bernardin-Lochmueller & Associates to acquire the right-of-way, permanent easements and temporary construction easements necessary for the project. The contract is not to exceed $12,400.

Resolution to approve an agreement with CSX Railroad for the Venita Drive Overpass: The City received a state grant to build a railroad overpass at Venita Drive. Part of the engineering design requires soil borings on CSX property, and CSX requires a fee of $3,150.

Ordinance regulating home occupations, trailers, and planned uses (Second Reading): Home occupations are intended to be invisible to neighbors and can be a sensitive issue in residential areas. This ordinance clarifies and restricts certain activities in order to retain the residential character of neighborhoods.

ON HOLD Tax Increment Financing Ordinances: Five Second Reading ordinances dealing with the proposed Regency Park Tax Increment Financing District are on hold for legal review.

Now you’re up to date. Next Monday there will be a special Community Development Committee meeting at 5 p.m. and a City Council Planning Session at the Regency Conference Center.
