Here is a summary of Monday’s City Council meeting agenda items. The items are listed in the order as they appeared in the agenda. Click here to see the full texts of the resolutions, ordinances, and staff reports. As a reminder, resolutions, motions, and special event permits only need to be approved once to become official. Ordinances are required to be approved in two readings (over two meetings) before they become official.
Here are the items that were approved by the City Council:
Resolution for Drainage Study in the Southview subdivision: With the imminent collapse of three large culvert pipes in the subdivision, the Draining Study with Hoelscher Engineering (not to exceed $23,800) will evaluate the elevations of the bottom of the culvert pipes along the main drainage path in the subdivision to reverse the “down-cutting” of the numerous drainage channels. Reversing the down-cutting could save numerous backyards from future degradation, but in that reversal consideration must be made as to the potential of area flooding in the process.
Ordinance establishing a policy for Social Security numbers (First Reading): The City of O'Fallon is already acting within the guidelines of the Red Flag Identity Theft program, but it does not specifically address a proper procedure for collecting, using, and communicating Social Security numbers. Regulated by the Identity Protection Act of Public Act 096-0874, all municipalities and public employees must adopt and have in place and practice a policy regarding the collection, use, and disclosure of individual’s Social Security numbers.
Ordinance increasing the water tap fee (Second Reading): The water tap fee is a new user’s contribution (buy-in) to an existing system and future improvement needed due to the added requirement of the new service on that system. The fee is based on reasonable engineering judgment of the cost to connect the service and the capital burden the new service will place on the entire system. The last time the water tap fee schedule was changed was 2005.
Ordinance increasing the sewer tap fee (Second Reading): The sewer tap fee increase is based on the same rationale as the water tap fee above.
Ordinance annexing Seven Hills Estates (Second Reading): In 2003, residents of Seven Hills Estates signed annexation agreements in order to receive City water service. When the City annexed the Carriel Junior High School property in 2009, the City’s boundaries became contiguous with Seven Hills Estates and this ordinance annexes the properties into the city limits.
Special Event Permit for Garden Produce Market: Located at 1727 W Hwy 50, Garden Produce will display a 14 ft x 6 ft temporary produce stand in the parking lot in front of the store. The stand will display fresh produce and a 16 sq. ft. sign will be placed on either side of the stand to advertise the produce.
Special Event Permit for Elite Paging and Cellular: Located at 2005 W Hwy 50 in O’Fallon Plaza, the business will display a 30 ft tall balloon in the O’Fallon Plaza parking lot. The balloon will have a banner and will be lit during the evening.
ON HOLD Tax Increment Financing Ordinances: Five Second Reading ordinances dealing with the proposed Regency Park Tax Increment Financing District are on hold for legal review.
Now you’re up to date. Next Monday’s committee meetings will be Finance and Administration at 5:30 p.m., Community Development at 6:00 p.m., and Public Works at 7:00 p.m.
