Here is a summary of Tuesday’s City Council meeting agenda items. The items are listed in the order as they appeared in the agenda. Click here to see the full texts of the resolutions, ordinances, and staff reports. As a reminder, resolutions, motions, and special event permits only need to be approved once to become official. Ordinances are required to be approved in two readings (over two meetings) before they become official.
Here are the items that were approved by the City Council:
Resolution approving the release of various Executive Session Minutes: State law allows the City Council to go into closed session in order to discuss the following topics: Consider Litigation; Purchase, Lease or Sale of Real Estate; Employment/appointment matters; Business matters or Security/criminal matters. State law also requires that closed Executive Session minutes be reviewed twice a year in order to determine whether any minutes can be released because the need for confidentiality no longer exists. Minutes that fall under this category tend to property purchases that have already closed, litigation that has been resolved, and certain business matters that have been concluded. This resolution releases the minutes that have been determined to no longer require confidentiality.
Resolution keeping various Executive Session Minutes closed: While there are some Executive Session minutes that no longer require confidentiality, there are others that cannot be released. Examples include personnel matters, ongoing litigation, ongoing property issues, and security concerns. This resolution affirms the City’s intention for the minutes to remain confidential.
Resolution to approve water storage tank inspections: The water tanks on Kyle Road, Pausch Road, and State Street will be inspected by Dixon Engineering at a cost not to exceed $10,050.
Ordinance approving Shooters Bar and Grill (First Reading): The applicant, Beth Reidelberger, filed an application to operate a bar and grill at 113 East First Street in downtown O’Fallon. The bar and grill will be operated by John Schildknecht. In addition to the bar and grill operation, Mr. Schildknecht intends to provide an outdoor seating area with alcohol sales in front of the building.
Ordinance amending the City’s participation in the IEPA Public Water Supply Loan Program (First Reading): Several years ago, the City received a low interest loan from the Illinois Environmental Protection Agency to build a new pump station and two new water storage tanks. As the project has proceeded over the years, the cost has increased to accommodate change orders and technology improvements. This resolution affirms the increase of the loan from $6,400,000 to $6,905,246.20.
Ordinance establishing a policy for Social Security numbers (Second Reading): The City of O'Fallon is already acting within the guidelines of the Red Flag Identity Theft program, but it does not specifically address a proper procedure for collecting, using, and communicating Social Security numbers. Regulated by the Identity Protection Act of Public Act 096-0874, all municipalities and public employees must adopt and have in place and practice a policy regarding the collection, use, and disclosure of individual’s Social Security numbers.
ON HOLD Tax Increment Financing Ordinances: Five Second Reading ordinances dealing with the proposed Regency Park Tax Increment Financing District are on hold for legal review.
