As I’m sure everyone knows by now, the State of Illinois is in a severe budget crisis and is on the brink of bankruptcy (if it is not bankrupt already). Moreover, the state budget is an extremely complicated document and it can be difficult to get your mind around the many agencies, departments, funds, and accounting tricks.
Joe McCoy from the Illinois Municipal League recently wrote an article on “Budget 101” that does an excellent job of explaining how the state budget works and what it means to us. Click here to read his enlightening article.
By the way, the state still owes $1,028,359 to the City of O’Fallon in delinquent state income tax payments.
