Here is a summary of Monday’s City Council meeting agenda items. The items are listed in the order as they appeared in the agenda. Click here to see the full texts of the resolutions, ordinances, and staff reports. As a reminder, resolutions, motions, and special event permits only need to be approved once to become official. Ordinances are required to be approved in two readings (over two meetings) before they become official.
Here are the items that were approved by the City Council:
Resolution approving the use of Motor Fuel Tax for the Milburn School Road reconstruction project: The City recently received a $1 million grant to reconstruct Milburn School Road from Simmons Road to the 9th Grade Center. This resolution allows the City to use $1.5 million in Motor Fuel Tax funds to provide the local match for the project.
Resolution approving an intergovernmental agreement for 911 dispatching: This is an agreement with St. Clair County to begin providing dispatching services for the Village of Shiloh and the East Side Fire District. The City of O’Fallon has already approved an agreement with Shiloh to provide dispatching for the Shiloh Police Department.
Ordinance annexing 505 N. Seven Hills Road (1st Reading): The property owners at 505 N. Seven Hills Road signed an annexation agreement in 2002 in order to receive water and agreed to be voluntarily annexed when the City boundaries touched their property. In 2009, the City annexed the junior high school property on the west side of Seven Hills Road, and as a result the property became contiguous to the City limits. This ordinance initiates the process of annexing the property.

These resolutions and ordinances are necessary to annex the property, approve the site plan, and designate Tax Increment Financing for the project. The developer, Porter Road LLC, proposes developing a 51.09 acre site into an office park that is adjacent to and north of I-64, east of Lincoln, West of Edgewood, and south of Dartmouth and Laverna Evans Elementary School. There are 29 lots, with 26 lots being for small offices, one lot will be for larger multi-story office buildings that will require additional zoning and subdivision approvals as projects are proposed, and one lot is for replacement of an existing retail center. The eastern portion of the lot is a 15.92 acre open space with regional detention.
The project is proposed to be located in an expansion of an existing Tax Increment Finance (TIF) district on the east side of the City. This financing mechanism is needed in order to help construct a large storm water detention basin to be dedicated to the City which is intended to alleviate much of the flooding currently occurring in the Southview residential neighborhood. Second, the property has been located in the Village of Shiloh, and the village agreed to de-annex to O’Fallon. Third, the internal street layout within the development is not proposed for connection to either Dartmouth or Edgewood, based on recommendations by a professional traffic consultant. Fourth, both north and southbound turn lanes are recommended on Lincoln and on the main internal street.
ON HOLD Tax Increment Financing Ordinances: Five Second Reading ordinances dealing with the proposed Regency Park Tax Increment Financing District are on hold for legal review.
