Here is a summary of Monday’s City Council meeting agenda items. The items are listed in the order as they appeared in the agenda. Click here to see the full texts of the resolutions, ordinances, and staff reports. As a reminder, resolutions, motions, and special event permits only need to be approved once to become official. Ordinances are required to be approved in two readings (over two meetings) before they become official.
Here are the items that were approved by the City Council:
Resolution to extend the sidewalk along Seven Hills Road: There is currently no sidewalk between the Public Safety Building and the Estates at Prairie Crossing subdivision on the west side of Seven Hills Road. The low bidder is Rite-Way Excavating for a total cost of $19,988.00 based on the unit prices submitted.
Resolution to approve Ann/Alma/Edwards Sewer Replacement Phase II: Due to the age and deterioration of the sanitary sewer mains along streets of Anne, Alma & Edwards, this is the second phase of reconstructing the sanitary sewer mains in the neighborhood. The replacement of these mains will help to prevent infiltration of ground water that would need to be treated at the waste water treatment plant, while providing better sewer service to the residents of this neighborhood. Korte & Luitjohan Contractors, Inc., is the low bidder for a total cost of $143,975.
Resolutions to apply for state transportation grants: The Transportation Enhancement Program is sponsored by IDOT. A project eligible under this program must demonstrate a relationship to surface transportation. Provision of facilities for pedestrian and bicycles is one of the twelve categories in which IDOT is accepting project applications. Federal funds for this program will provide reimbursement up to 50 percent for right-of-way and easement acquisition costs, and up to 80 percent for preliminary engineering, utility relocations, construction engineering and construction costs. The grant process is very competitive and we do not expect to receive all grants but applications will be submitted for the following projects:
- Madison/Illini Bike Trail Connector: This trail will connect West Madison to the Illini bike trail, providing bike and pedestrian access to Hesse Park and Hinchcliffe School. Estimated cost is $595,000.
- Porter/Simmons Overpass: Residents have voiced concerns about pedestrian crossing at the intersection of Porter and Simmons when the roundabout is constructed. An elevated overpass is estimated to cost $830,000.
- Hwy. 50 sidewalk from Long Drive to Venita Drive: This project would build a sidewalk along Hwy. 50, including the I-64 overpass. Estimated cost is $315,000.
- Sidewalk and pedestrian bridge along Milburn School Road from Pausch to Red Hawk Lane: This project includes a bridge over Ogles Creek to access the OTHS Milburn School Campus. Estimated cost is $415,000.
Ordinance amending regulations for temporary signage (First Reading): This ordinance includes amendments allowing each business to have temporary signage for up to 30 days per year, requiring trailers with signage to be parked no closer to the right of way than the building, and allowing for temporary signage on Friday, Saturday and Sunday without obtaining a permit.
Ordinance annexing 505 N. Seven Hills Road (Second Reading): The property owners at 505 N. Seven Hills Road signed an annexation agreement in 2002 in order to receive water and agreed to be voluntarily annexed when the City boundaries touched their property. In 2009, the City annexed the junior high school property on the west side of Seven Hills Road, and as a result the property became contiguous to the City limits. This ordinance initiates the process of annexing the property.

These ordinances are necessary to annex the property, approve the site plan, and designate Tax Increment Financing for the project. The developer, Porter Road LLC, proposes developing a 51.09 acre site into an office park that is adjacent to and north of I-64, east of Lincoln, West of Edgewood, and south of Dartmouth and Laverna Evans Elementary School. There are 29 lots, with 26 lots being for small offices, one lot will be for larger multi-story office buildings that will require additional zoning and subdivision approvals as projects are proposed, and one lot is for replacement of an existing retail center. The eastern portion of the lot is a 15.92 acre open space with regional detention.
The project is an expansion of an existing Tax Increment Finance (TIF) district on the east side of the City. This financing mechanism is needed in order to help construct a large storm water detention basin to be dedicated to the City which is intended to alleviate much of the flooding currently occurring in the Southview residential neighborhood. Second, the property has been located in the Village of Shiloh, and the village agreed to de-annex to O’Fallon. Third, the internal street layout within the development will not connect to either Dartmouth or Edgewood, based on recommendations by a professional traffic consultant. Fourth, both north and southbound turn lanes will be constructed on Lincoln and on the main internal street.
Special Event Permit for St. Clare Oktoberfest: This is an annual event on Sept. 24-25 at St. Clare Catholic School.
Special Event Permit for Friday Night Live: The Frieze Harley-Davidson dealership is hosting outdoor parties on August 27, September 24, and October 29 from 5:00pm to 10:00pm, including food, beverages, and live music.
Special Event Permit for POW/MIA Appreciation Day: The VFW is hosting an outdoor event at their facility on September 18 from 9:00am to 4:00pm
ON HOLD Tax Increment Financing Ordinances: Five Second Reading ordinances dealing with the proposed Regency Park Tax Increment Financing District are on hold for legal review.
Now you’re up to date. Next Monday’s committee meetings will be Community Development at 6:00 p.m. and Public Works at 7:00 p.m. The Finance and Administration Committee meeting is cancelled.
