MEETING MINUTES
October 16, 2006

The meeting was called to order at 7:00 p.m. by Mayor Gary Graham, who then led “The Pledge of Allegiance to the Flag.”  

Philip Goodwin, City Clerk, called the roll:  Nila Grogan, present; Mary Schmidt, present; Ed True, present; Becky Henry, present; Rick Reckamp, present; Jerry Mouser, excused; Tom Bequette, present; Allen Medford, present; Michael Bennett, present; Dennis Renner, present; Jason Boone, present; Ned Drolet, present; John West, present; Jerry Albrecht, present.  A quorum was declared present.

Motion was made by E. True and seconded by J. Albrecht to approve the minutes of the October 2, 2006, meeting.  All ayes.  Motion carried.

PUBLIC HEARING:  Proposed Special Service Area Number Seven located on 13.68~acres at 1560 Green Mount Road (Frieze Harley-Davidson).  Opened to the public at 7:03~p.m.  Mayor Graham called three times for public input, but no one responded.  The public hearing was closed at 7:04~p.m.

REPORTS:

Mayor’s Report:  Mayor Graham read a proclamation declaring October 16, 2006, as Fulton Junior High Baseball Team Day, coached by Coach Tracy Lauderdale.  The team finished the season with a school record of 22 wins.  Coach~Lauderdale introduced the players and expressed his only regret is that so many boys who try out do not make the team because there are so many students.  He said he hopes the upcoming referendum passes, thus allowing another junior high to be built and more students to be able to participate in sports.

Mayor Graham introduced John Coers, District 90 School Board President, and Dr.~Nancy Gibson, District 90 Superintendent.  Mr. Coers stated the November~7 election includes a referendum for District 90 to build a second junior high on Seven~Hills Road, and he gave a presentation on the issue.  Mr. Coers stated enrollment at the junior high school is increasing at about 4 percent a year.  The district currently enrolls about 3,400 students in six schools and has a $31 million annual budget.  Mr. Coers shared the district’s outstanding test scores and various awards the district has received.  He noted the junior high is currently overcrowded, and there are even teachers who travel from room to room on carts because there are not enough classrooms to accommodate them.  Mr.~Coers presented the district’s enrollment projections, and he explained how a new junior high would accommodate the school district’s increasing enrollment through 2014-2015.  If the $26 million referendum is approved, the bonds would increase the school district’s debt, but it would not increase the property taxes of City residents.  

Mayor Graham said he has yard signs in support of the referendum for anyone who would like to display one in their yard.  He encouraged everyone to vote on November~7 in support of the referendum.  It was noted that on November 7 the kids would have a flashlight parade down Lincoln to Third Street and on to the Community Park in support of the referendum.  
   
RESIDENTS:

Mayor Graham invited any residents of O’Fallon who would like to speak to the Council to step to the microphone.  No one responded.

Clerk’s Report:  City Clerk Phil Goodwin presented one request:

1.      Request from Veterans of Foreign War Post 805 to conduct a Veterans Day Parade on November 11, 2006, from 2:00 p.m. to 3:00 p.m. from the City Park to West First Street and Oak Street

Motion was made by R. Reckamp and seconded by E. True to approve the request.  All ayes.  Motion carried.

The Mayor announced that Halloween Trick or Treat hours would be between 6 – 9 p.m. on Tuesday, October 31. ~

RESOLUTIONS:  None.

ORDINANCES:

1st Readings

Motion was made by D. Renner and seconded by N. Grogan to place on 1st Reading Ordinance Item 1.

ITEM 1 – Ordinance Amending zoning for 807 West State Street from B-1 to B-1(P) for the proposed Radloff Veterinary Clinic

Motion was made by D. Renner and seconded by J. West to place on 1st Reading Ordinance Item~2.

ITEM 2 – Ordinance Amending zoning for 112 W Adams from SR-3 to SR-3(P) for the proposed use of a playground for United Church of Christ Sunday School children and New Enterprise Academy students

M.~Bennett raised discussion regarding the decision to have chain link fencing instead of a privacy fence.  J.~West and R.~Reckamp responded that both parties wanted chain link fencing.

Motion was made by D. Renner and seconded by J. West to consider the Omnibus Agreement for 2nd Reading Ordinance Items 3-8.  All ayes.  Motion carried.

Motion was made by D. Renner and seconded by N. Grogan to approve Ordinance Items~3-8 under the previous Omnibus Agreement.

ITEM 3 – Ordinance Amending Chapter 77, Schedule III, Stop Signs, Parcs at Arbor Green

ITEM 4 – Ordinance Amending Chapter 77, Schedule III, Stop Signs, Windsor Creek

ITEM 5 – Ordinance Amending Title XI, Chapter 110, Section 110.04, Regarding Business Registration Duration

ITEM 6 – Ordinance Approving the Final Plat of Parcs at Arbor Green Phase II

ITEM 7 – Ordinance Approving the Final Plat of the Illini Trails Subdivision

ITEM 8 – Ordinance Amending the Zoning Code to Add a Definition of Veterinary Clinics and to Designate them as an Authorized Planned Use in the B-1 District

STANDING COMMITTEES:

Community Development:  D.~Renner stated the minutes from the last Community Development meeting were included in the packets.  The next meeting will be October~30, 2006, at 6 p.m.

Public Works:  A. Medford stated their next meeting would be October 23, 2006, at 6~p.m. instead of 7~p.m.

Public Safety:  E. True said their next meeting would be November 15, 2006, at 7~p.m.

Finance/Administration:  J. West stated they met before tonight’s meeting to discuss Warrant~122.

Motion was made by J.~West and seconded by R.~Reckamp to approve Warrant 122 in the amount of $2,265,191.81.
