O’FALLON CITY COUNCIL
MEETING MINUTES
November 20, 2006
The meeting was called to order at 7:03 p.m. by Mayor Gary Graham, who then led “The Pledge of Allegiance to the Flag.”
Philip Goodwin, City Clerk, called the roll: Nila Grogan, present; Mary Schmidt, excused; Ed True, present; Becky Henry, present; Rick Reckamp, present; Jerry Mouser, present; Tom Bequette, present; Allen Medford, present; Michael Bennett, present; Dennis Renner, present; Jason Boone, present; Ned Drolet, present; John West, present; Jerry Albrecht, excused. A quorum was declared present.
Motion was made by J. Mouser and seconded by N. Grogan to approve the minutes of the November 6, 2006, meeting. All ayes. Motion carried.
PUBLIC HEARING: None.
RESIDENTS:
Mayor Graham invited any residents of O’Fallon who would like to speak to the Council to step to the microphone. The Salvation Army Commanding Officer from Belleville talked of this season’s Kettle Campaign, which began November 3. He thanked everyone for their generous support and requested prayers for reaching this year’s goal of $380,000. B.~Henry said they are in need of group volunteers on Saturdays for the O’Fallon kettle locations. Any groups wishing to volunteer on a Saturday can call the O’Fallon Chamber of Commerce at 632-3377.
Mayor Graham recognized a boy scout from Troop #40 in the audience who was working on his citizenship badge.
REPORTS:
Clerk’s Report: City Clerk Phil Goodwin presented two requests:
1. Request from O.U.S.A.R.T to conduct a roadblock on Friday, November 24, and Saturday, November 25, from 8:00 a.m. – 12:00 p.m.
Motion was made by D. Renner and seconded by N. Grogan to approve the request. All ayes except for two (N. Drolet and R. Reckamp). Motion carried.
2. Request from the O’Fallon Homecoming Association to conduct the Illuminated Christmas Parade on Saturday, December 2, 2006, from 6:00 p.m. – 8:00 p.m.
Motion was made by D. Renner and seconded by E. True to approve the request. All ayes. Motion carried.
Mayor’s Report: Mayor Graham wished everyone a Happy Thanksgiving. He also mentioned the Public Works Department is currently putting up the new Christmas decorations. They were selected by a committee headed up by Mary Jeanne of the Parks Department, along with the Arts Commission.
RESOLUTIONS: None.
ORDINANCES:
1st Readings
Motion was made by J. Mouser and seconded by D. Renner to consider the Omnibus Agreement for 1st Reading Ordinance Items 1-3. All ayes. Motion carried.
Motion was made by J. Mouser and seconded by N. Grogan to place on 1st Reading Ordinance Items 1-3 under the previous Omnibus Agreement.
ITEM 1 – Ordinance Amending Chapter 77, Speed Restrictions, Porter and Simmons Road
ITEM 2 – Ordinance Concerning the Establishment of Special Service Area Number Seven (East Side of Green Mount Road) Frieze Harley-Davidson

Community Development: J. Mouser stated they met on November 13, and the minutes were included in the packets. The next meeting will be November~27, 2006, at 6 p.m.
Public Works: A. Medford said the next Public Works meeting would be November 27, 2006, at 7~p.m.
Public Safety: E. True said their December 11 meeting has been cancelled.
Finance/Administration: J. West stated they met before tonight’s meeting to discuss Warrant~124.
Motion was made by J.~West and seconded by R.~Reckamp to approve Warrant 124 in the amount of $2,247,748.26.

Parks/Environment: Mayor Graham encouraged everyone to drive by the Family Sports Park and see the progress being made.

Mayor Graham mentioned that Ted Shekell is at home recovering from recent surgery. Dave Horton is currently in St. Elizabeth’s Hospital after recent surgery.
