City Council Minutes 1/16/2007

O’FALLON CITY COUNCIL
MEETING MINUTES
January 16, 2007

The meeting was called to order at 7:03 p.m. by Mayor Gary Graham, who then led “The Pledge of Allegiance to the Flag.”  

Philip Goodwin called the roll:  Nila Grogan, present; Mary Schmidt, present; Ed True, present; Becky Henry, present; Rick Reckamp, present; Jerry Mouser, present; Phil Gardner, present; Allen Medford, present; Michael Bennett, present; Dennis Renner, present; Jason Boone, present; Ned Drolet, present; John West, present; Jerry Albrecht, excused.  A quorum was declared present.

Motion was made by J. West and seconded by E. True to approve the minutes of the January 2, 2007, meeting.  All ayes.  Motion carried.

PUBLIC HEARING:  None.

The Mayor recognized a boy scout from Troop 35 who was in attendance working on a merit badge.  

RESIDENTS:

Mayor Graham invited any residents of O’Fallon who would like to speak to the Council to step to the microphone, but no one responded.

REPORTS:

Clerk’s Report:  City Clerk Phil Goodwin presented one request:

1.      Request from Adopt-a-Pet to conduct a raffle at the Knights of Columbus, Curtain Call, and the sponsor’s O’Fallon residence from January 16 – January 23, 2007

E. True asked the name of the resident making this request.  P.~Goodwin indicated her name is Ellen Hebden of Ravenwood Circle.

Motion was made by R.~Reckamp and seconded by J.~West to approve the request.  All ayes.  Motion carried.  

Mayor’s Report:  Mayor Graham read a proclamation declaring January 15, 2007, as “Martin Luther King Day” in the City of O'Fallon.  The City recognized Martin Luther King by displaying the American Flag throughout the City.  Accepting the proclamation were Fred Hatley, Bishop Gregory Wells, and Bill Henggeler.  

The Mayor announced this month’s Southwestern Council of Mayors meeting is scheduled for Thursday, January 25, 2007, at the Holiday Inn in Collinsville.  Council members wishing to attend should contact Jamie for reservations.

RESOLUTIONS:  None.

ORDINANCES:

1st Readings

Regarding Item 4, D. Renner asked if the schools could be notified regarding the changes being made such as time limits for children going door-to-door with fundraisers, the various restrictions involved, etc.  Mayor Graham said the schools would be notified.

Motion was made by J. Mouser and seconded by N. Grogan to consider the Omnibus Agreement for 1st Reading Ordinance Items 1-4.  All ayes.  Motion carried.

Motion was made by J. Mouser and seconded by E. True to place on 1st Reading Ordinance Items 1-4 under the previous Omnibus Agreement.

ITEM 1 – Ordinance Amending Chapter 111, Section 111.07 (B), Time Limit on Solicitation

ITEM 2 – Ordinance Approving the Final Plat of Parcs at Arbor Green Phase 3A Subdivision

ITEM 3 – Ordinance Approving the Final Plat of Parcs at Arbor Green Phase 3B Subdivision

ITEM 4 – Ordinance Amending Ordinance 3445 Regarding the Intergovernmental Agreement with O’Fallon Community School District 90 Exchange Property

2nd Readings

ITEM 5 – Ordinance Amending Ordinance 623, Zoning, Development known as Lots~5~and 6 of the Shoppes at Green Mount (Placed on hold.)

STANDING COMMITTEES:

Community Development:  J. Mouser stated they met on January 8 and copies of the minutes were in the packets.  Their next meeting would be January 22, 2007, at 6~p.m.  The Mayor added that he met at length with the developer and the builder of the Shoppes at Green Mount today.  They have seen the streetscape and have agreed to it.  Mayor Graham said there are some items coming from that meeting that will be brought before Community Development soon.  

Public Works:  J.~Albrecht said their next meeting would be January 22, 2007, at 7~p.m.

Public Safety:  E. True said the minutes from their last meeting were distributed tonight.  He pointed out that some residents attended their last meeting and expressed concern about safety around Moye School.  J.~West has headed up a subcommittee that met with these people last week and is beginning to resolve some of the concerns expressed.  Their next meeting is scheduled for February 12, 2007, at 7~p.m.  

Finance/Administration:  J.~West stated they met before tonight’s meeting to discuss Warrant~128.  Motion was made by J. West and seconded by R.~Reckamp to approve Warrant~128 in the amount of $858,089.74.

Parks/Environment:  Mary Jeanne Hutchinson stated the minutes from the last meeting were in the packets.  There will be no meeting next month.  

EXECUTIVE SESSION:  None.

Mayor Graham welcomed Phil Gardner as the new alderman for Ward~4.  

ADJOURNMENT:

Motion was made by R.~Reckamp and seconded by J.~West to adjourn.  All ayes.  Motion carried.

The meeting was adjourned at 7:13 p.m.
