City Council Minutes 4/20/2009

O’FALLON CITY COUNCIL
MEETING MINUTES
April 20, 2009

The meeting was called to order at 7:01 p.m. by Mayor Gary Graham who led the Council in “The Pledge of Allegiance to the Flag.”  

Philip Goodwin, City Clerk, called the roll:  Nila Grogan, present; Mary Schmidt, present; Ed True, present; Dan Polites, present; Rick Reckamp, present; Jerry Mouser, present; John~Drolet, present; Allen Medford, present; Michael Bennett, present; Dennis Renner, present; Steve Engler, present; Ned Drolet, present; Jerry Albrecht, present.  A quorum was declared present.

Motion by J. Mouser and seconded by J. Albrecht to approve the minutes of April 6, 2009.  

N. Drolet clarified his statement that he has no problem with selling alcohol at the Family Sports Park as long as it is a predominately adult activity.  He is against it when the activity involves children such as a ballgame or an event that is predominately involving children.  He does not think that alcohol should be a source of revenue at that time.

All ayes.  Motion carried.  

PUBLIC HEARING – Mayor Graham opened the Public Hearing to hear consideration of the adoption of the Fiscal Year 2009-2010 Municipal Budget at 7:03 p.m.  Stewart Drolet stepped forward and commented that he would like to see more money spent on sewer issues and water drainage and believes too much money is being spent on the Family Sports Park and the Venita overpass.  Mayor Graham called two more times for public input.  The public hearing was closed at 7:05.

RESIDENTS:  Ilan Valley who lives on Arrowhead stepped forward to comment about a traffic issue at the corner of State and Lincoln.  The parking creates a hazard if you are making a right turn to go west.  The yellow striping is too short.  Mayor Graham agreed and asked that the situation be placed on the Public Safety agenda.  E. True invited him to attend the next meeting.

REPORTS:

Clerk’s Report:  City Clerk Goodwin announced that the Honorable Judge Karmeier would be present on Monday, May 4th at 6:15 p.m. for pictures at a swearing in ceremony for the newly elected at 6:30 p.m. sharp.   He added that the Finance meeting would move to 6:00 p.m.

Mayor’s Report:    Mayor Graham asked for a moment of silence for lifetime residents and former aldermen who recently passed away – Joe Hubbard and Everett McGinnis.

He mentioned that there would be a wastewater meeting this Thursday starting at 6:00 p.m. in the Council Chambers.

He also announced that this month’s Southwestern Illinois Council of Mayors will be held at the East Carondelet Community Center on Thursday, April 23rd.  He asked that the alderman interested to RSVP to Jamie as soon as possible.

Mayor Graham asked Brian Keller to come forward.  He read a proclamation declaring the month of May 2009 as National Historic Preservation Month and presented it to Brian.  He complimented Brian on all the historic things he has collected about our City on e-bay.

Brian thanked the Council and reminded everyone that the Preservation Commission is sponsoring the annual landmarks tour on Saturday, May 30th at 1 p.m. at the corner of First and Cherry Street.  He also invited everyone to come and visit the History Museum.  They are always looking for new members.

P. Funk added that Brian will be the guest on City Talk this month.  

Mayor Graham then asked Mary Schmidt to come forward, and he presented her with a plague from Gifts for Individuals that commemorated her service as an alderman for Ward 1.  Mary thanked everyone and stated she enjoyed every minute of it.

RESOLUTIONS:  

Motion by D. Renner and seconded by J. Mouser to approve Item 1 – A Resolution urging passage of a Comprehensive Capital Infrastructure Program.

S. Engler disagreed with the language “Illinois Municipal League and other units of local government”.  He did not think it was appropriate for the City to speak for the Illinois Municipal League.

Mayor Graham stated it was presented to 1301 other communities by the Illinois Municipal League.  

Motion by S. Engler and seconded by N. Drolet to strike the IML and units of local government and replace with the City of O'Fallon.


ROLL CALL:  Grogan, no; Schmidt, aye; True, aye; Polites, aye, Reckamp, no; Mouser, no; Medford, no; Drolet, J., aye; Drolet, N., aye; Engler, aye; Bennett, aye; Renner, no, Albrecht, no.  Ayes – 7; Nays - 6. Motion carried, as amended.

D. Renner added that the Illinois Municipal League has done a lot for us.

Mayor Graham said that he would be bringing the resolution with him to present to the Illinois Municipal League.  He is speaking to the subcommittee of the Senate and House on the infrastructure bill.

ORDINANCES:

1st Readings  - None scheduled.

2nd Readings

Motion by A. Medford and seconded by J. Albrecht to approve on 2nd Reading, #2 - An Ordinance budgeting for all Corporate Purposes of the City of O'Fallon, St. Clair County, Illinois for the Fiscal Year beginning May 1, 2009 and ending April 30, 2010.

ROLL CALL:  Grogan, aye; Schmidt, no; True, aye; Polites, aye; Mouser, aye; Reckamp, aye; Medford, aye; J. Drolet, no; N. Drolet, no; Engler, no; Renner; aye; Bennett, aye, Albrecht, aye.  Ayes – 9; Nays - 4.  Motion carried.

STANDING COMMITTEES:

Community Development:  J. Mouser stated that the committee met on April 13th.   The minutes are in the packet.  

Motion by J. Mouser and seconded by D. Renner to consider the following Special Event Permit applications under the Omnibus Agreement:

Special Event Permit application for Chevy’s Cinco de Mayo celebration scheduled for May 5, 2009 from 11:00 a.m. – midnight at their location

Special Event Permit application for the O’Fallon Boosters “Mayfest Auto Show & Kids Run on May 17, 2009 from 6:00 a.m. – 10 p.m. at the Community Park

All ayes. Motion carried.

Motion by J. Mouser and seconded by N. Grogan to approve the Special Events under the previous Omnibus Agreement.  All ayes.  Motion carried.

He stated that the next scheduled meeting will be April 27th at 6:00 p.m. in the Mayor’s Conference Room.

Public Works:  A. Medford stated that the meeting is scheduled at 7:00 p.m. in the Mayor’s Conference Room on April 27th.  

He also invited everyone to attend the special sewer meeting on Thursday, April 23rd at 6:00 p.m.  

Public Safety:  E. True stated that they met on April 13th and the next meeting is scheduled for May 11th at 7:00 p.m.

Finance/Administration:   Motion by J. Albrecht and seconded by D. Renner to approve Warrant 182 in the amount of $758,764.18.

Parks and Environment:  J. Albrecht stated that the next meeting is scheduled for May 11th at 5:30 p.m.

EXECUTIVE SESSION:  No closed session.

ADJOURNMENT:

D. Sullivan clarified that the Public Works meeting would actually start at 6:30 p.m.  He added that the wastewater meeting would be a rolling meeting from 6:00 – 9:00 p.m. depending on interest.  There will be presentations.

Motion by D. Renner and seconded by J. Mouser to adjourn.  All ayes.  Motion carried.

The meeting was adjourned at 7:20 p.m.
