City Council Minutes 1/7/2008

O’FALLON CITY COUNCIL
MEETING MINUTES
January 7, 2008

The meeting was called to order at 7:03 p.m. by Mayor Gary Graham, who then led the “The Pledge of Allegiance to the Flag.”

Philip Goodwin, City Clerk, called the roll:  Nila Grogan, present; Mary Schmidt, excused; Ed True, present; Dan Polites, present; Rick Reckamp, present; Jerry Mouser, present; John~Drolet, present; Allen Medford, present; Michael Bennett, present; Dennis Renner, excused; Steve Engler, present; Ned Drolet, present; John West, present; Jerry Albrecht, absent.  A quorum was declared present.

Motion was made by J. West and seconded by N. Grogan to approve the minutes of December 17, 2007.  All ayes.  Motion carried.  

PUBLIC HEARING:  

The public hearing was opened to the public by Mayor Graham at 7:04 p.m. regarding the annexation agreement with Gary & Kathy Bathon for approximately 3.02 acres located at 8601 Oak Hill School Road.  He asked if anyone wanted to speak for or against the annexation.  Mayor Graham called three times for public input, but no one responded.   The public hearing was closed at 7:05 p.m.

RESIDENTS:  No one came forward.

Mayor Graham recognized Troop 94 that were in attendance to work on their Communications badge.




REPORTS:

Clerk’s Report:  P. Goodwin presented a plaque from the International Institute of Municipal Clerks to Maryanne Fair, Deputy City Clerk, for achieving the Master Municipal Clerk designation.

Mayor’s Report:    

Mayor Graham mentioned the Rotary meeting that met this morning.  J. West complimented Walter Denton and Dean Rich on their presentation on property tax.  He complimented Dean on the many hours that he has spent working on a solution.  He believes that Dean has more knowledge of anyone else on property tax issues. Mayor Graham said they will be presenting the report to various clubs.  There is a real whiplash on the 40% increase over the last five years.  He wants people to understand how the multiplier works and how it is being generated by the County and what the people can do.  We are trying to help by these presentations.

M. Bennett also congratulated Mayor Graham on his election to First Vice-president of the Illinois Municipal League Board of Directors.  It is quite an honor.

ITEM 1 – Resolution Authorizing the Mayor to Execute an Agreement with Rhutasel & Associates, Inc. for Professional Services for Topographic Surveying and Design Support of a Storm Sewer Trunk Main Between Penn and Vine Streets along an Existing Ditch and Stream Reach System for an amount not to exceed $14,000

Motion was made by J. Mouser and seconded by J. West to approve Resolution Item 2.  All ayes.  Motion carried.

ITEM 2 - Resolution Authorizing the Mayor to Sign a Pre-Annexation Agreement with Gary & Kathy Bathon for 8601 Oak Hill School Road

1Ord. Amending Chapter 114 Relating to the Regulation of Providers of Cable and Video Services

J. Albrecht stated that AT & T was going door to door offering their services.  Mayor Graham asked if they had a permit.  The Clerk’s office responded that they did not have a solicitation license and will follow up with them.

STANDING COMMITTEES:

Community Development:  J. Mouser stated the next meeting will be held on January 14th at 6:00 p.m.

Public Works: A. Medford stated that the next Public Works meeting will be January 28th at 7 p.m.  

Public Safety:  E. True state that the next scheduled meeting is January 14th at 7:00 p.m.

Finance/Administration:  J. West said that the Finance committee met prior to the Council meeting.

Motion was made by J. West and seconded by R. Reckamp to pay Warrant 151 in the amount of $609,277.19.

The next Finance meeting will be on January 28th at 5:30 p.m.

Parks/Environment:  J. Albrecht stated that the next meeting will be held on January 14th at 5:30 and they will discuss alcohol sales at the Family Sports Park.

EXECUTIVE SESSION:  

At 7:15 p.m. a motion was made by J. Albrecht and seconded by A. Medford to go into Executive Session to discuss purchase of real estate.
