City Council Minutes 02/19/2008

O’FALLON CITY COUNCIL
MEETING MINUTES
February 19, 2008

The meeting was called to order at 7:00 p.m. by Mayor Gary Graham, who then led the Council in “The Pledge of Allegiance to the Flag.”

Philip Goodwin, City Clerk, called the roll:  Nila Grogan, present; Mary Schmidt, present; Ed True, absent; Dan Polites, present; Rick Reckamp, present; Jerry Mouser, present; John~Drolet, present; Allen Medford, present; Michael Bennett (arrived at 7:03), present; Dennis Renner, present; Steve Engler, present; Ned Drolet, present; John West, present; Jerry Albrecht, present.  A quorum was declared present.

Motion was made by J. Mouser and seconded by J. Albrecht to approve the minutes of February 4, 2008.  All ayes.  Motion carried.  

PUBLIC HEARING:  None scheduled.

RESIDENTS:  No one came forward.

REPORTS:

Clerk’s Report:  Nothing to report.

Mayor’s Report:    Mayor Graham mentioned that this month’s Southwestern Illinois Council of Mayors will be held at the Collinsville Holiday Inn on Thursday, February 28th at 7:00 p.m.  He suggested that anyone interested in attending should contact Jamie.

Mayor Graham read a letter to welcome Gregory McAllister back from his tour of duty in Iraq with the 318th Psychological Operations Unit.  He is a 2005 OTHS graduate.  The family thanked the O’Fallon community for all their support.

Motion by A. Medford and seconded by J. Albrecht to approve Resolution 1.

ITEM 1 - Resolution Authorizing the City of O'Fallon to Purchase Real Estate Located at 135 Cottage Hill Drive

Motion was made by A. Medford and seconded by R. Reckamp to approve Resolution 2.   All ayes. Motion carried.

ITEM 2 – Resolution Urging the General Assembly to:  Stop Making Costly Benefit Improvements and Adopt Reforms that protect Police and Fire Pensions

Mayor Graham stated that he is not recommending any cuts in the police and fire pensions, but we have a major crisis in many cities.  The City of O'Fallon is fully-funded; however, there is a shortfall in the State of police and fire pensions of over $170,000 per person.

ORDINANCES:

1st Readings

Motion by J. Mouser and seconded by D. Renner to consider Ordinances 3 - 5 under the Omnibus Agreement.  All ayes.  Motion carried.

M. Bennett asked T. Shekell whether Meadowbrook was included in the mobile home Ordinance.  He answered that only Castle Acres, Rock Springs and the one directly behind the old Frieze Harley-Davidson building were considered mobile home parks under the ordinance.  M. Bennett also voiced his concern about duplicating the language in the ordinance with what is already stated in the zoning code.  T. Shekell answered that the language was taken directly from the state statute.

Motion was made by J. Mouser and seconded by N. Grogan to place on 1st Reading under the previous Omnibus Agreement Items 3 -5.

ITEM 3 – Ord. Amending Chapter 137, Section 137.27, Fireworks

ITEM 4 – Ord. Amending the Code of Ordinances by Adding Chapter 156, Mobile Home Park Code

ITEM 5 – Ord. Amending Chapter 94, Providing for the Regulation of Nuisances within the City, Number of Animals

Motion was made by J. West and seconded by R. Reckamp to place on 2nd Reading Ordinance Number 6.  

6.  Ord. Approving the Transfer of Volume Cap in Connection with Private Activity Bond Issues, and Related Matters

STANDING COMMITTEES:

Community Development:  J. Mouser stated they met for a Special Meeting on February 7th to discuss the sign ordinance and for a regular meeting on February 11th.  He also stated that another Special Committee meeting is scheduled for this Thursday at 6:00 p.m. to discuss the final details of the sign Ordinance.  The next regularly scheduled meeting is Monday, February 25th at 6:00 p.m.

Public Works:  A. Medford stated the next Public Works meeting will be February 25th at 7 p.m. in the Mayor’s Conference room.

Public Safety:  J. Drolet stated that the next meeting is scheduled for March 10th.

Finance/Administration:  J. West said that the Finance committee met prior to the Council meeting.

Motion was made by J. West and seconded by R. Reckamp to pay Warrant 154 in the amount of $596, 706.47.

The next Finance meeting will be on February 25th at 5:30 p.m.

Parks/Environment:  J. Albrecht stated that his committee met on February 11th and the minutes are in the packet.  There was no action required.  

D. Renner apologized for not being able to attend the meeting because he had to work.  He did want to go on record for supporting the alcohol sales at the Family Sports Park as a means of paying for the cost of the park in order to take the burden off of the taxpayers.  

Mayor Graham replied that the current policy does allow alcohol in our parks.  We will continue the current policy of issuing liquor licenses under a Special Event Permit application.  He said as the liquor commissioner he was not going to issue a license because he does not think the City should be in the business of selling beer.  

EXECUTIVE SESSION:  None.

Motion was made by J. West and seconded by N. Grogan to adjourn.  All ayes.  Motion carried.

The meeting was adjourned at 7:15 p.m.
