Monday, October 23, 2006

Minutes of a regular meeting of the Finance and Administration Committee of the City of O’Fallon, held in the Mayor’s Conference Room, City Hall, 255 S. Lincoln, O’Fallon, Illinois on October 23, 2006.  CALL TO ORDER:  Time:  5:30 p.m.

Approval of the minutes from    September 25, 2006                 ____________________

Item 1               Savannah Hills Special Service Area (SSA)
   
     SSA remains on hold at the request of the developer.


Item 2              Prompt Bill Payment

    This ordinance has been withdrawn.  Area churches provide a vital service to the City by screening potential citizens in need of financial help and the ordinance as written conflicted with their charter.  The original ordinance will remain in place.

Item 3               Fund Resolution

    The City spent $27,783.68 in legal fees preparing for the school impact fee.  This money was not budgeted and has resulted in the Planning & Zoning budget being overdrawn at the mid-year point with a significant amount of legal work to the completed this fiscal year.  There are sufficient funds in the City’s cash reserve.  Director of Finance recommends a resolution authorizing an amendment to the FY 2006 budget to replenish Planning & Zoning’s legal funds.  Motion by Medford, seconded by Grogan, all ayes.  





Item 4                Elected Pay Status

    Elected officials in O’Fallon have not had a pay raise in over 5 years.  By state statutes, any rate adjustment must be approved 180 days before the newly elected officials take office.  With the Election being April 17th and the first council meeting in May of 2007 being May 7th, any action taken on Alderman pay must be completed November 6th.  If the council wants to take a pay action it must be completed by taking both a 1st and 2nd vote on Monday November 6th.  As this has repeatedly been brought up at the last minute over the past several years, the staff recommends the pay system be tied to a cost of living allowance rather than sporadic lump sum raises.  In order to keep all alderman on the same pay schedule, action needs to be taken on two votes November 6th and the new pay system would not be effective until May 2009 – after the 2009 aldermanic election.  The annual rate increase would be tied to the Social Security Administration’s automatic cost-of-living adjustment (COLA) from the previous December.  If the council were to adopt this new pay system all 14 alderman would be elected/re-elected before the raise would take place in May 2009 (8 years since the last pay raise).  Discussion centered on the fact that his action would require two votes at the November 6th meeting.  Alderman Drolet would rather wait until 2011 rather than vote two times at the next council meeting.  Motion to move ordinance to council made by Medford, seconded by Reckamp.  4 ayes, 1 nay.
