Item 1 Renewal of Government Consulting Solutions (GSC) Contract
The Mayor and staff have negotiated a new 2 year (April 2007 – March 2009) agreement with GSC for consulting services in placeCitySpringfield. The company will protect and promote the business, products, reputation and interest of the City of CityO’Fallon in the State of placeStateIllinois. They will keep the City apprized of legislation and regulatory activities in the Illinois State Legislator. GSC has helped with over $1,000,000 in state grants and is working on the $5,000,000 low interest water loan for IEPA. The new rate will be an annual return of $36,000. Motion by CityplaceMedford, second by Grogan – all ayes.

Item 2 Tax Levy/Multiplier
Director of Finance was informed the county will apply a multiplier again this year. The total tax levy dollars were not charged at $4,801,339 but the EAV was adjusted with a resulting decrease in the tax rate from .8946 to .8908. This reduction in rate should offset the added property value the multiplier adds and show an actual dollar reduction in all existing homes in O’Fallon.
Item 3 Budget Discussion
The annual budget is on schedule with briefing to the committees during February. A final draft will be in the April 7th council packets with public hearing and approval vote set for Monday April 21st. PersonNameWalter Denton notified the community that AT&T had contacted the City about their Project Lightspeed. This program is a direct competition to Charter Cable and will provide basically the same service by using existing AT&T telephone lines to deliver telephone, broadband and video/TV service. They will pay the same franchise fee as Charter and it should not impact the budget and might actually increase the cable franchise fee over time.
