Approval of the minutes from April 28, 2008
Item A: Census Update: The Census Office in Chicago is still working on the census maps and it now appears we will not be able to start until Mid-August.
Item B: TIF Update: The Director of Finance presented a completed map of the proposed Interstate 64 Office Park (previously referred to as Rasp Farm) TIF extension. The basic plan was not changed and continued with small owner owned offices backing up to the Dartmouth housing. This is low volume, house size offices that will be used on a 8-5 per day, 5 day a week basis. The developer is proposing a two story office building for the south side of the center road that divides the new Office Park. The two story building will be patterned after the Catholic Credit Union on Frank Scott Parkway and Hartman Lane. The project will start with the small owner owned buildings and it could be 10 -15 years before the Park is built out
depending on demand. All present appeared to like the plan until the conversation turned to traffic flow. The developer proposed that all traffic enter and exit at the Lincoln exit. Conversation then ensued on connects to Dartmouth and none were proposed unless the City required them, bus traffic and this was not considered as part of the project, the school off load and turn around- again, this is a Business park with a Lincoln Exit. Discussion among Alderman present then drifted to areas not included in this proposal such as improve the entrance to Dartsmouth, school bus use of the business park road to alleviate traffic on Dartsmouth and finally an east exit onto Edgewood through the green space drainage area and future park space. Staff pointed out this was a completely new proposal not an update to the old Rasp Farm Housing area which did impact all those areas. As time was running out, Ted Shekell suggested we have our traffic engineer
review the proposal and get back to the committee. Project was placed on hold pending a traffic study.
Item C: 2007 Property Tax Bill: Due to time constraints, this topic was not discussed.
