Approval of Minutes: July 27 2009
Item A: Home Rule Resolution, Discontinue City Treasurer:
Ordinance 1945 amended the codified Ordinance of the City of O’Fallon, Illinois, creating the Director of Finance and establishing a Budget Officer. The Director of Finance is in charge of City budgeting, auditing, reporting, accounting and all other fiscal management procedures in all municipal departments, boards and commissions. Creation of the Director of Finance and Budget Officer positions superseded all duties of an elected treasurer, but did not eliminate the position of treasurer. Resolution 2006-46 declared the City of O’Fallon Home Rule. In a July 8, 2009 letter City Attorney Dale Funk finds, “A home rule municipality shall have the power to provide for its officers, their manner of selection and terms of office.” As such, the City may, by referendum, discontinue the office of City Treasurer. Staff recommend a resolution be passed placing this question on the Tuesday, February 2, 2010 General Primary Election ballot. Discussion ensued on current job
description- investing advice, Salary- $11,000 a year, future needs- limited to none. Motion by Grogan, second Albrecht to put a resolution before the council to eliminate the City Treasurer position at the end of current term of office. All Ayes.
