Approval of Minutes: November 23, 2009 -All ayes.
Item A: STAR Bond Update – Director of Finance gave a STAR bond update. Sponsor of the STAR Bond attempted to get it re-introduced by making it a trailer to the current Mental Health Bill passing through Congress. Had the Mayor not found out about it, it would have passed without a hearing. Senator Haines was able to stop it as a trailer bill. The Mayors all met in Collinsville on January 18th and Chairman Kern from St. Clair and Chairman Dunston from Madison County were in attendance. The Mayors voted to sign a letter in opposition. Chairman Kern called a
meeting at the St. Clair County courthouse for January 22nd with all elected officials. The meeting was held with Senator Haines, Senator Clayborn, Senator McCarter, Representative Holbrook and Representative Hoffman. Both Hoffman and Haines were opposed to STAR bonds and the group agreed to put the program on hold for 60 days so all of the Mayors could study the issues. The Mayors issued their letter of opposition and the Department of Revenue issued a report saying STAR bonds would draw from local businesses and was too costly to the State. The staff continues to work on this issue on a daily basis.
Item B: 2011 Budget Schedule - Director of Finance discussed the budget schedule. Staff will complete their review by February 12th and Department Heads will begin to brief their committee on February 22nd. Director of Finance will brief the Overview and General Fund Admin. account at the 5:30, February 22nd Administration & Finance Committee meeting.
