MEETING MINUTES

Monday, May 23, 2011

Minutes of a meeting of the Finance and Administration Committee of the City of O’Fallon, held in the Mayor’s Conference Room, City Hall, 255 S. Lincoln, O’Fallon, Illinois on May 23, 2011.  CALL TO ORDER:  Time:  5:30 p.m.

       Approval Minutes:  March 28, 2011 -All ayes.
       
Item AAlderman Agenda Packet Distribution Packet – Director of Finance discussed the option of “going-green” with the agenda packets, therefore eliminating the need for delivery of the packets to the Alderman by the CSO’s.   This would be a time-saving and cost-saving endeavor.  After much discussion by the Alderman, it was decided that at this time, they would still like to receive the hard copy of the packet, but that any time-saving ideas in collating the packet, such as eliminating the “blue sheet”, they are in agreement with.   

Item B:   Ameren Update- Director of Finance gave an update on the Ameren issue.  The original attorney familiar with the case developed medical issues and had to be replaced by a new attorney who is trying to get up to speed.  We will be getting back together in Mid-June to see if any settlement can be reached.

  Item C:   Budget Review- Director of Finance reviewed the 2011 Year to date Budget to actual.  At the end of our fiscal year, April 30, 2011, General fund revenues are at 90%, while general fund expenses are at 86%. Currently, State Income tax is 4 months behind in payments totaling approximately $700,000.   The overall budget to actual revenue is at 88% and expenses at 78%.   There will still be some year-end adjusting entries, but for the 13th year in a row, the City ended the year in the black.
