Allen has been a Ward 4 Alderman since 1997.
He moved to O’Fallon in 1993 with his wife, CeCe, and their two children, Leslie and Stephen.
He is a retired Air Force Lieutenant Colonel with over 25 years of service, devoting his time to City Council activities and various civic and volunteer organizations.
He earned his Bachelor’s Degree in Business Management from the University of South Carolina in Columbia, SC and a Master’s Degree in Management from Webster University in St. Louis, MO. After retirement, he gained valuable working knowledge of developer’s problems by earning and associate’s degree in Construction Management Technology from Southwestern Illinois College in Belleville, IL.
Before his election as alderman, Allen served on the Zoning Board of Appeals. He maintains membership in the O’Fallon Chamber of Commerce and is a member of Rotary International.
He is currently chairman of the Public Works Committee and also serves on the Finance and Administration and Community Development Committees.
Allen enjoys immensely the involvement he has in the City’s decision-making process, providing direction to the future development of O’Fallon. He says that O’Fallon is a superb community and reflects the progressive views of its citizens with a worldly view of community relations. Allen said, “Bringing these experiences to O’Fallon helps us continue as the premier community in St. Clair County”.
