III) Items Requiring Council Action on – August 21, 2006
A) Lot 6 Shoppes at Green Mount Zoning Amendment (2nd READING; ON HOLD) – Petition was placed on hold by the City Council at its June 19, 2006 meeting. The applicant is proposing to construct seven single-story retail buildings totaling 58,120 sf of tenant space at 455 Regency Park Drive. No change.
B) Savannah Hills Annex Subdivision (2nd READING; ON HOLD) – Petition is on hold pending the engineer’s final submission of the construction plans for the site. This is a 23 lot single family subdivision previously zoned SR-3 in St. Clair County. It is located east of Old Collinsville Rd, south of Savannah Hills Subdivision along Rowe Lane. The annexation of the property was approved on 2nd Reading and the Preliminary Plat and Annexation Agreement by Resolution at the June 19, 2006 City Council Meeting.
C) 2006 Comprehensive Plan Update (2nd READING) – At its meeting on August 7, 2006, the City Council voted to approve the Comprehensive Plan on First Reading. A motion was denied to remove Ashland Drive extension from the Short Term Projects. A motion was approved to amend text replacing “Railroad overpass at Porter Road” with “Railroad Overpass at location to be determined.”
D) Planned Use Text Amendments to the Zoning Code of Ordinances (2nd READING) – This is an amendment to the City’s Planned Use requirements in the zoning code. The revisions will constitute Article 9 “Planned Uses” of the Revised Zoning Code.
E) Illini Trails Final Plat – (1st READING) – Final plat for the 68-lot subdivision located east of Illini Drive. Planning and Engineering Staff have reviewed the final plat and improvement plans. There are several issues yet to be resolved before the final plat is recommended for approval.
F) Central Park Plaza 2nd Addition Minor Plat (RESOLUTION) – The Plat establishes a resubdivision of Lot 22 C of “Central Park Plaza 2nd Addition, 1st Amendment off of Central Park Drive to allow for the new BMW dealership and for a newly created lot.
G) Sign Text Amendments to the Zoning Code of Ordinances (1st READING) – This is an amendment to the City’s Sign Regulations requirements in the zoning code. The revisions will constitute Article 12 “Sign Regulations” of the Revised Zoning Code.
H) Landscaping and Riparian Corridor Text Amendments to the Zoning Code of Ordinances (1st READING) – This is an amendment to the City’s Landscaping requirements in the zoning code. The revisions will constitute Article 13 “Landscaping and Riparian Corridor Requirements” of the Revised Zoning Code.
I) Special Event Permit Application for Jack Schmitt Chevrolet Off-Site Sale (MOTION) – The event will be held in the Sam’s Club parking lot. Event will occur from September 21-23, 2006.
J) Special Event Permit Application for St. Clare Catholic Church for Oktoberfest (MOTION) – The event will be held in the St. Clare School parking lot. Event will occur on September 30, 2006.
K) Special Event Permit Application for New Enterprise Academy 5K Run/Walk (MOTION) – The event will begin at O’Fallon United Church of Christ. Event will occur on October 14, 2006.
L) Special Event Permit for a Dog Wash and Pet Carnival (MOTION) – Application is incomplete. Staff has been trying to contact applicant for remaining information.
M) Parcs at Arbor Green Phase II (RESOLUTION) – Resolution authorizing an amendment to the preliminary plat for the Parcs at Arbor Green Phase II residential development.
N) Scott Hesse Lakeview Subdivision – Concept plat for discussion only. This is located in the rural area east of Porter Simmons Road. We received a draft road maintenance agreement from Mr. Hesse. No change.
IV) Other Business
A) Adams Family – This is the five lot subdivision north of and adjacent to Witte Farms subdivision. They want to do a private road without minimum city standards with a private joint maintenance agreement. No change.
B) Shiloh – O’Fallon Land “Swap” – Both private developers are working through annexation agreements on their respective properties. No change.
