A) Southview Village Annexation Agreement (RESOLUTION), Annexation & Planned Use (1st READING) - The city has received a letter from St. Clair County stating an entrance would be permitted onto Lincoln Avenue with turn lanes required. The annexation agreement has not been completed as of the date of this agenda. An update will be provided at the meeting. The next anticipated action before Council is scheduled November 5.
B) Barton Annexation (2nd READING) – No change.
C) Full Circle Services & Supply Rezoning (2nd READING) – Zoning Amendment subject to the Planned Development Ordinance for “B-1(P)” for limited automotive service station services, without fuel dispensing, for Full Circle Services & Supply; located at 510 South Lincoln Avenue; applicants are Carlos & Carlotta Perez.
D) Outlaw Blues Restaurant Planned Use Rezoning (1st READING) – Zoning Amendment subject to the Planned Development Ordinance for “B-1(P)” for a proposed Outlaw Blues Restaurant; located at 1214 Central Park Drive; applicant is Dave Kunkel for Frey Properties, LLC.
E) Green Mount Corporate Center Phase II Planned Use Rezoning (1st READING) – Zoning Amendment subject to the Planned Development Ordinance for “B-1(P)” for a proposed office building and retail center; located on Lot 6A of The Shoppes at Green Mount on Regency Park Drive; applicant is Donald C. Land for BBA Acquisition Company.
F) Market Basket Planned Use Amendment (1st READING) – Zoning Amendment to the “B-2(P)” approved Planned Development for Market Basket located at 1700 E Hwy 50; the applicant is Jason Stevens for GEM Properties. This was placed on hold at the August 30, 2007 meeting.
G) Special Event Permit for Road Riders for Jesus “Feed The People” (MOTION) – Special Event Permit for an event located at Frieze Harley-Davidson in addressStreetNorth Green Mount Road on November 17, 2007. This requires a special event permit because it is an out of town organization/business holding an outdoor event on private property within the City.
IV) Other Business
Discussion regarding current animal nuisance laws pertaining to residential properties. Includes a discussion of kennels which are expressly prohibited in SR districts.
