Minutes of a regular meeting of the Parks & Environment Committee of the City of O'Fallon, held in the Mayor’s Conference Room, City Hall, 255 S. Lincoln, O’Fallon, Illinois January 9, 2012.

IV. Items:
- Drug Free Environment Policy-Coaches, Parents, Fans, Officials, Players & Administrators
Energy drinks added to the policy as well as terminology such as refrain, encourage. The biggest problem is enforcement. Many high caffeine drinks are not restricted purchase items. Parks concession no longer sells Red Bull. Staff developed a Substance Free policy as requested, to address coaches, fans, officials, players, parents and administrators. OPRD has procedures, policy and guidelines that help develop positive emotional, physical, social and educational well-being of children. The well-being of the youth and delivery of youth sports programs is an important issue. The Department will split out the policy to reflect two separate statements. (Legal vs. Illegal) (Smoking/Alcohol vs. Caffeine, etc.) This will become a part of our code of ethics for programs.
- Tournaments & Parking Fees
The Department has reviewed the Pros and Cons for Tournament Parking Fees:
Pro
- Potential lost tournaments
- Parking Control
- Lost field rental money
- Lost concession money
Con
- Residents getting charged
- Taxpayer Perception
- Other small communities are not charging
- Community Colleges cannot charge
The fees for parking are much like an admission fee you pay for a basketball or football game admission. It would be difficult to control admission to the park. The tournaments are important since “Heads in Beds” support the bond payment. Some tournaments will pass the parking fees along to the teams. On the other hand, it could be possible that residents would not be charged under any circumstances. Staff can write a menu of items into their contract. We could require the tournament officials to provide parking lot attendants. The Family Sport Park has many amenities within the park. The difference is that OFSP is not just a Baseball/Softball or Soccer park. After review, the Committee verbally agreed that parking fees would not be allowed for sporting
events. Additional suggestion was made that RV’s should not be allowed to park on City property as well.
