Building & Construction-type Permits

New, basement finish, room additions, moving modular or mobile home onto a lot, decks, car ports, pools, garages, hot tubs, sheds/accessory structures over 200 sq ft, and fences over 6 ft tall; sheds/accessory structures 101-199 sq. ft require a zoning permit (use this same application.)

Generally any construction that is not routine maintenance (such as replacing shingles on a roof (unless there is truss work to be done), window replacement, siding, or replacing furnace or water heater) requires a permit. You may contact our office for clarification.
Required for all new residential and new commercial construction to ensure the appropriate water meter and tap size purchase is correct per the Illinois Plumbing Code. It is to be submitted at the time of building permit application.
New, tenant finish, remodel, additions, or change of use.
A building permit is to be obtained prior to construction of a deck.
A building permit is required for installation of an aboveground or inground swimming pool, spa, or hot tub used for swimming or recreational bathing when the structure may contain water over 24 inches deep.
Required when erecting, expanding, altering, relocating, or reconstructing a sign. Permanent signs (both wall and freestanding) require a sign permit from Planning & Zoning. Citizens should review the Zoning Code for sign regulations.
Required when placing temporary signage. Citizens should review the Zoning Code for sign regulations or contact the City to determine if a non-permanent sign is permitted.
Is required when only electrical work is being performed. This can include an upgrade of the service, replacing, or updating wiring. If other work is performed in addition to electrical work, a building permit will be required.
Plumbing permits
Is required when plumbing work only is being done. If other work is being done, then a building permit will cover the work.
Is required when a larger structure is demolished which has infrastructure/utility connections.
A Utility Permit is required for placement of VRAD, Cross Connection Boxes, and boring / burying of cable. The application details the items to be submitted with the application.
Occupancy Permits

A Residential Occupancy Permit is required any time there is a change of occupancy or ownership of a residence if there has not been an inspection within the last 24 months. The property owner must schedule an appointment with the City to inspect the residence and ensure that no safety or sanitary hazards exist according to the City Property Maintenance Codes.
A Commercial Occupancy Permit is required any time there is a change of occupancy or ownership of a commercial location if there has not been an inspection within the last 24 months. The property owner must schedule an appointment with the City to inspect the facility and ensure that no safety or sanitary hazards exist according to the City Property Maintenance Codes. Some commercial locations (including but not limited to structures in R1, A1, and A4 use groups (such as hotels, churches, and theaters); boarding houses; child care facilities; and structures with automatic fire suppression systems including fire suppression hood systems) require annual inspections regardless of change of occupancy or ownership. Please refer to Ordinance #3302 adopting the new ICC codes or check with our office for more details.
This guide follows the checklist used by the property maintenance inspectors and will provide a brief explanation of what the inspector is checking and the reason.

Subdivision and Development Control Ordinance
The City's Zoning Code of Ordinances is the law which guides every aspect of the design and construction of developments in O'Fallon. The processes for application, approval, and appeal of each development are also provided in the Zoning Code.

Residential and commercial building permit fee schedule - effective January 1, 2010
Required when a home-based business is proposed within the City that is required to be registered with the State.
All businesses within O'Fallon are required to have an up-to-date Business Registration filed with the City Clerk.
Required for outdoor event for promotional purposes, large picnics, carnivals, or festivals.
Annexation
Properties contiguous to the City of O'Fallon but are unincorporated and in the county may be annexed and become part of the City through this process. Please contact our office for more information about annexations.
