The City wants to ensure that all residential and non-residential properties are safe, maintained, and meet the minimum requirements of the Property Maintenance Code. We accomplish this through the City's Residential and Commercial Occupancy Permit Program. When the occupancy or ownership of a home, apartment unit or commercial building, including tenant spaces, changes, the owner of the property must apply for an Occupancy Permit if one is not current.
The permit application can be downloaded below and mailed into City Hall with payment or may be applied for in the Planning & Zoning Department in person. Please include a check for $50.00 for each residential unit, payable to "City of O'Fallon" with the application. The application can not be processed until payment is received. We can accept cash, check, American Express, Discover, and MasterCard. Please be aware that your credit card company will charge you a 2.1% convenience fee to use their services.
Within 30 days of occupancy permit application and payment, you should contact the Planning & Zoning office either by visiting the second floor of City Hall or by calling 624-4500 X 4 and request an appointment time for the inspection. Residential inspections generally take 45 minutes, but we allow 1 hour for homes over 2,500 sq. ft. and homes with swimming pools or hot tubs. Certain commercial uses that raise additional safety concerns may require annual inspections. Commercial inspections generally take 1 hour. Inspection are available between 9:00am and 4:00pm Monday through Friday. The applicant must schedule the inspection within seven (7) days of the date the permit is applied, and the permit must be obtained within thirty (30) days of inspection. It is the owner's responsibility to pay all necessary fees and arrange to make units available for inspections. Units must have the utilities (water and electricticity) operational for the inspection. Ameren Illinois and the O'Fallon Utility Billing Department will both ask for the Occupancy Permit number prior to any service changes. The Occupancy Permit number is assigned when the Occupancy Permit is applied for. If the residence requires a re-inspection, it is the owner's responsibility to call and schedule within the time requested.
Please Note: Many times the title company will require the Occupancy Permit to be presented at the time of closing. In these cases, the inspection will be required prior to closing.
