We, the members of the O'Fallon Public Safety Department, are committed to being responsive to the community in the delivery of quality services. Recognizing our responsibility to maintain order, while affording dignity and respect to every individual, our objective is to improve the quality of life through a community partnership which promotes safe, secure neighborhoods. Therefore, the goals of this department and its members are as follows:
w To preserve life and property of all citizens and persons;
w To serve the public and maintain human rights in all areas related to public safety and order;
w To promote individual responsibility and community commitment;
w To address all public safety problem areas identified in monthly reports, annual reports or special orders;
w To enforce all Federal, State, County and Municipal laws within the corporate limits of O'Fallon, Illinois;
w Address goals of this department as stated in the annual budget report;
w Members of the department shall periodically advise the Director of Public Safety of problems and new ideas pertaining to the realization and identification of goals and objectives; and,
w Each member of this department shall adhere to the "Code of Ethics" and “Code of Conduct” as provided in this manual.
It is important for each department member to achieve the department's goals through dedication to their accomplishments.
Each sworn officer shall take an oath of office to uphold the laws of the Constitution of the United States, State of Illinois, and City of O'Fallon.
General Order No. 2.1
(Role and Authority)
Effective Date: 05-05-03
PURPOSE: The regulations and procedures of the O'Fallon Public Safety Department are to articulate expectations of the department and its members. The regulations and procedures are intended to standardize behavior and give direction to the daily operations of the department.
POLICY: Each member is responsible for reading and complying, with all regulations and procedures. Supervisors and the Director of Public Safety shall be responsible for compliance and enforcement of the regulations and procedures.
MANAGEMENT
Management of this department shall be the responsibility of the Director of Public Safety or his designate. Statistics shall be entered daily in all areas as follows:
w BUDGET
w INCIDENTS
w TRAINING
w TRAFFIC
w ASSIGNMENTS
w EQUIPMENT
w TELEPHONE AND RADIO TRAFFIC
This information can be retrieved, in order to do various studies, such as work assignments, evaluations, time management and selective enforcement. This information will be used to produce daily, monthly and yearly reports.
