“Should the City of O’Fallon collect a monthly Stormwater Utility Fee from the owner(s) of single family residential property and an equivalent fee from owner(s) of any other type of property in the City based on that property’s developed, hard surfaces to fund needed stormwater infrastructure, repairs and regulatory requirements?”
