Intersection Improvements

PROJECT LIMITS
The proposed improvements are from the intersection of Simmons Road and Milburn School Road to just west of the intersection of Merriam Parkway and Milburn School Road.  The intersection at Milburn and Merriam will be reconstructed to a modern roundabout design.

DESIGN CLASSIFICATION
Milburn School Road is classified as an Urban Collector.

EXISTING CONDITIONS
Rapid residential growth in the area combined with the construction of the new O’Fallon Township High School Ninth Grade Campus as well as the O’Fallon Family Sports Complex has contributed to increased traffic and congestion along the road that is built as a rural section with 11-foot wide lanes and narrow shoulders and relatively deep ditches to convey storm water away from the pavement.  Major turning movements occur without the benefit of turn lanes.  There is a need to improve the roadway and increase the safety of the traveling public.

PROPOSED IMPROVEMENT GOALS
This project will provide 13-foot wide traffic lanes with curbing.  Stormwater will be conveyed to nearby drainage features through an improved underground system.  A modern roundabout with a 120’ inscribed circle will be constructed at the intersection of Milburn School Road and Merriam Parkway.  The roundabout will have an 18’ circulating roadway and a 16’ truck apron to accommodate truck traffic as well as the agricultural machinery of nearby farms.  This roundabout will fully accommodate the largest IDOT design vehicle for this classification of roadway.  Improvements will include new pavement, sidewalk, curb & gutter, storm sewer and appurtenances.    

CONSTRUCTION PHASING
Construction will be phased using partial road closures and detours.  Access to individual properties will be maintained at all times.  Intersection work for the roundabout will be performed under traffic with access to Merriam Parkway and Milburn Estates remaining open.

CONSTRUCTION SCHEDULE
Construction is tentatively scheduled to begin in the late summer of 2010 and be completed by the end of the of the school year in early May 2011.

PROJECT FUNDING
This project is funded using Surface Transportation Program (STP - Federal) funds and City
of O’Fallon (local –Motor Fuel Tax (MFT)) funds.
