Trash, Recycling, and Yard Waste Collection

Important Overview
The City of O’Fallon, Illinois has recently signed a contract with Waste Management for residential trash, optional recycling and yard waste disposal services.

All trash, optional recycling, and yard waste should be ready for pick up by 6:00 a.m. on the day of collection.  Collection will occur at the front curb line except in areas of the City where alleys exist.  In these areas, collection will occur in the alley.

Since Waste Management will be using an automated truck to lift your carts, please ensure that all containers are placed at the curb or alley and that no vehicles are parked in front of your carts.

Monthly Cost
The cost of the standard service, which includes a 96-gallon mobile cart, weekly collection of trash and yard waste in unlimited amounts, monthly collection of bulky items, and Christmas tree collection during the month of January, is $15.97 per month per household.

Households consisting of no more than two persons in which the head of the household is 65 years of age or older, is $13.91 per month.  Proof of age, consisting of a copy of the head of household’s drivers license or government identification card must be submitted to Waste Management to obtain the discount.

Disabled residents are also eligible for the $13.91 per month rate by submitting  a copy of their disability card.

Upon request, Waste Management will provide senior citizens and the disabled with either a 65-gallon or 30-gallon mobile cart instead of the 96-gallon.

Trash
Weekly collection of trash is included in the standard service rate of $15.97 per month.  Trash must be placed in the provided 96-gallon mobile cart, a standard 32-gallon trash can with handles or in tied plastic bags.  All containers must have tight-fitting lids and be rodent proof.  All cans, bags and carts must weigh less than 75 pounds each.

There is no limit on the number of containers each resident may place at the curb or alley for collection.  Cardboard boxes will be collected as part of the standard service if they are broken down and bundled.

Yard Waste
Weekly collection of yard waste is included in the standard service rate of $15.97 per month and will be collected on the same day as trash.  Unlimited amounts of yard waste will be collected year round.  Yard waste includes grass clippings, leaves, vines, hedges, shrub and tree trimmings, smaller tree branches, household and yard plants, and holiday trees.  Tree limbs and branches less than six inches in diameter must be tied in bundles no larger than four foot long and 24 inches in diameter, and weigh no more than 60 pounds.  Yard waste does not include dirt or rocks.  

Yard waste may be disposed of in paper bags or plastic trash cans.  Cans used for yard waste must be clearly marked with the words “Yard Waste Only”.  Residents may also request an additional 96-gallon cart at an additional cost.

Yard waste will not be accepted in plastic bags.  Free “Yard Waste Only” stickers may be obtained from City Hall or by calling Waste Management.

Bulky Items
Monthly collection of bulky trash is included in the standard service rate of $15.97 per month.  Bulky items will be picked up on your last pick-up day of the month.

Bulky trash is defined as all types of solid waste that cannot be placed into a 32-gallon trash can or 96-gallon mobile cart, but can be carried to the curb by two persons, and does not exceed 150 pounds.  Bulky trash includes such things as household equipment and furniture.  It does not include automobile parts or components, batteries, tires, computers, appliances and household hazardous waste items.

Optional Recycling
Recycling is available to all residents as an optional service and is collected once a week at the same time as trash and yard waste.   This optional service will cost an additional  $5.31 per month per household.  An 18-gallon recycling bin is included in the monthly rate.

All recyclables should be rinsed with caps, neck-rings and labels removed prior to placing in the recycling bin.

Clear, brown and green glass bottles and jars
Plastic milk, water and soda bottles
Aluminum and metal food cans
Detergent containers (only #1 & #2)

Paper:
Newspaper, including inserts and magazines

Cardboard:
Cardboard (non-wax covered)
Cardboard must be cut to single sheets (no folds)
Must fit lengthwise in the recycling bin and be no taller than 3'

Non-recyclable Material:
Non-food cans such as paint or aerosol cans
Mirrors, light bulbs, pesticide/herbicide containers
Plastic wrappers
Bleach or motor oil containers
No household hazardous waste (wet paint, strong cleaning agents, tires, auto batteries, etc.)

O’Fallon residents may use the Longacre Park Recycling Center drive through facility in Fairview Heights free of charge.
Hours: Tuesday-Friday 8 a.m.-1 p.m.  and  Saturday 8 a.m.-2 p.m.

Free Cell Phone and Ink Jet Cartridge Recycling
The City of O'Fallon and Waste Managment have teamed up to offer a free recycling program for the residents of O'Fallon.  Residents have the opportunity to voluntarily participate in the program by recycling old ink jet cartridges and cell phones, at no cost.

To participate in the program stop by City Hall, the Public Safety Facility, Hart's Food & Drug, First Bank or Bank of O'Fallon and pick a recycling bag.  Each bag is postage paid and has the City of O'Fallon logo printed on the front as well as a bar code identifying our City.  All you have to do is insert your cartridge or cell phone into the bag, seal it and drop it in the mail.  Waste Managment is providing the bags to the City at no cost.

If your cartridge is too large for the bag, you may drop the cartridge at City Hall.  Waste Management is providing postage paid boxes for City Departments to use and we will include your large used cartidges with ours.

Billing
Waste Management will bill residents on a quarterly basis, current and two months in advance for services.  Invoices are mailed out the middle of the first month and due 30 days from invoice date.  Any adjustments or credits are reflected on the next invoice.  Reminder notices are sent out to delinquent accounts at the end of 60 days, with service being discontinued after ninety days.

Residents who have pre-paid Waste Management for services will receive a debit, credit or adjustment to their new account.

Residents who have already paid a quarterly, semi-annual or annual fee to Midwest Waste will receive a refund from them.

Carts
Each household will be provided with a 96-gallon, 65-gallon or 30-gallon mobile cart for trash collection.  As an optional service, additional carts are available for an additional cost per month.  Additional carts may  be used for trash or yard waste.  Stickers for the yard waste carts will be provided free of charge and are available from Waste Management and at City Hall.

Other Optional Services
Residents may elect to have their trash picked up two times a week as an optional service.

Residents may request an additional 90-gallon mobile cart for an additional cost per month per cart.  Waste Management will collect appliances on a call-in basis at a cost of $16.99 per appliance.  

Collection Days
If you are currently a customer of Waste Management, every attempt will be made to keep your collection days the same.  All residents should refer to the enclosed map to determine your collection day.

Unlimited trash, optional recycling and yard waste will be collected on the same day each week by three separate trucks.

Holiday Schedule
There will be no collections on the following holidays:
New Year’s Day
Memorial Day
Independence Day
Labor Day
Thanksgiving Day
Christmas Day

If the holiday falls on Monday through Friday, pick-up shall occur the day after the regular pick-up day.  For example, if a holiday falls on a Monday, pick-ups will occur on Tuesday, Tuesday pick-ups will occur on Wednesday, Wednesday pick-ups will occur on Thursday, Thursday pick-ups will occur on Friday, and Friday pick-ups will occur on Saturday.

If residents need assistance before 7:30 a.m. and after 5:00 p.m., an answering machine will be available to take the service request.
