Section Eight - Interment Rules

8.1       Funeral Directors must give at least 48 hours notice of all funerals by written notice to the office of the City Clerk to allow for timely written 48 hours notification during regular office hours to the Department of Parks and Recreation.

8.2       The Department of Parks and Recreation shall not commence the opening of any grave until written notice is received from the Office of the City Clerk’s office via a fully completed Burial Request Form. 

8.3       General hours for the performance of interments are Monday through Saturday from 9:00 a.m. to 3:00 p.m. unless extraordinary circumstances exist, and the requested interment has received prior approval from City Administration as extraordinary.

8.4       The Department of Parks and Recreation shall be provided 48 hours’ notice to locate and open graves.    The 48 hours’ notice shall commence when the Burial Request form is received by the Department of Parks and Recreation, via notification of receipt to the office of the City Clerk.      

8.5       Funeral directors shall provide the dimensions of the burial receptacle and state the date and time when the funeral will arrive at the cemetery.   The exact location of the graves in private lots must also be provided. 

Funeral directors will be held responsible for damage and loss of time or labor caused by them in providing incorrect information to the office of the Office of the City Clerk.

Funeral notices and/or burial requests are scheduled by written notice to the Office of the City Clerk at City Hall during regularly scheduled business hours.      

8.6       Graves will be opened on the order of funeral directors and lot owners, but no interment will be made without the proper certificate from the Illinois Department of Public Health or approved disposition authorization.   Any burial must have a designated witness in attendance. Parties claiming burials in private lots must prove their ownership by providing their deed and, if they are not the owners or legal heirs, they must file a written order signed by the owner(s) or the legal representative(s). 

8.7       One interment shall be made in any one grave, except for permitted exceptions provided for in this section.  

8.8       Burial of bodies, body parts, infants, or ashes in a wooden container is not permitted, unless it is in an outside receptacle.  The outside receptacle must be concrete or a vault, except for infants up to one year of age.

8.9       Department of Parks and Recreation staff or other designated cemetery caretakers as assigned by the Director of Parks and Recreation shall oversee all funerals from the time they enter the cemetery.   Processions shall follow designated routes and automobiles shall be parked, as directed.  

8.10     Two urns of cremated remains are permitted in a single grave space.    Each set of cremated remains will be in its own container for burial.   Monuments placed for such double interments must meet the specified regulations for the cemetery section in which the burial takes place.   Two names will be allowed on such monuments.   In no instance will two separated monuments be permitted on one grave space.   

8.11     Burial of one cremated remains may be interred with a full single burial in a single grave.   Monuments placed for such double internments must meet the specified regulations for the cemetery section in which the burial takes place.   Two names will be allowed on such monuments.   In no instance will two separated monuments be allowed except in the instance of a veteran’s monument. See Section 10.7.

8.12     The Cemetery permits the burial of one parent/child interment in the same grave space and same casket.   City Administration reserves the right to approve every parent/child burial on an individual basis, depending on the size and age of the deceased.   The general guideline will be a parent and child under the age of two years.   Monument regulations are the same as for any other burial in the section.   Two names will be allowed on such monuments.
