Minutes of a regular meeting of the Parks & Environment Committee of the City of O'Fallon, held in the Mayor’s Conference Room, City Hall, 255 S. Lincoln, O’Fallon, Illinois April 14, 2014

Meeting called to order at 5:00 p.m.  

III. Minutes:     March 10, 2014    

Motion Hagarty motion to approve the minutes March 10, 2014.

IV. Items:          

Luke Rheaume: Veteran’s Monument

Parking Lot Light:  Issue-Timer & Light Level

  1.  Timer kicks the light off at 10-10:30/Light needs to be “On” all night due an issue of individuals in the greenspace and parking lot area
  2. Light levels are too intense.  Lumens need to be adjusted.
  3. Young adults are hanging out.
  4. Solution/Process:  Reviewed with Engineer/set-up on street lighting schedule(Dust/Dawn)
  5. Ask for additional patrolling from OPD in this area.

 

  1.   Berms & Trees:  Berms have settled and additional lights are shining onto Mr. Rheasume house and deck.
  1. Shields have been placed but may need to be adjusted. (Vet Committee)
  2. Light levels and angles adjusted
  3. Treeline:  Request additional plannings in the area
  4.  
  5. Solutions/Process:  Staff will contact Veteran’s Monument about correcting these problems.  (additional shields and light adjustments)
  6. Review issues with Planning and Zoning/request they complete some nighttime light readings.  P & Z can work with Veteran’s Committee about procedures to adjust the light bleedover.    
  1. St. Clair Co Parks Grant Commission:  Recommend support to the Council for the $30,000 Grant Resolution.

If awarded, a pavilion with ADA access will be built in Savannah Hills Park.  The total cost of the site project is around $60,000-$65,000.
