TIME AND PLACE OF BID OPENING
The Owner will receive sealed bids until 3:00 p.m. local time (CST) Wednesday, May 1, 2024, at the City
of O’Fallon, IL City Hall, located at 255 S. Lincoln Ave, O’Fallon, IL 62269. Bids shall be clearly marked 
with “O’Fallon Community Park Enhancements New Multi-Purpose Gym” and appropriate bid package
number. Bids received after stated time will not be accepted and will be returned unopened.

Bids will then be opened publicly and read aloud at the above address. No immediate decision shall be
rendered concerning the bids submitted. After the bids have been tabulated and evaluated, they will be
presented to the City Council for approval. 

PRE-BID MEETING: 
A pre-bid meeting will be held on, Wednesday, April 17, 2024, at 2:00 p.m. local time (CST) at the Katy
Cavins Center, located at 308 East 5
th
 Street, O’Fallon, IL 62269, adjacent to the site. This meeting is 
NOT MANDATORY, but it is strongly recommended that all prospective bidders attend.

CONTRACT TYPE
Bids will be based on multiple bid packages. See specific scope of work for specification inclusion &
responsibility. Generally, the work may be described as the packages listed above. Bids shall include not
less than the prevailing hourly wage rate determined by the Illinois Department of Labor.

Illinois, 62223, Phone: 618-233-0712, Fax: 618-257-3331 by non-refundable check payable to Snow
Printing at costs by Snow Printing. Shipping is available. A set is made up of complete drawings and
bound project manuals.


BID STIPULATIONS
A Bid Bond or Certified Check made payable to the Owner, in the amount of 5% of the Base Bid shall
accompany the Bid as a guarantee that the bidder, if awarded the contract, will execute the contract and
proceed with the work. Bidders are required to complete the bid form provided. Sealed bids must include:
bid security and bid form. The Owner reserves the right to reject any or all bids, to waive any informality or
to accept any bid which in the judgment of the Owner may be most advantageous to them. Bidders must
be in compliance with the rules and regulations of the Fair Employment Practices Commission. No Bids
may be withdrawn after the opening of bids, without the consent of the Owner, for a period of ninety (90)
days thereafter.

REQUESTS FOR CLARIFICATION
Should a bidder find discrepancies, ambiguities, and/or omissions from Documents, or be in doubt of their
meaning, bidder shall at once, and in any event not later than Thursday, April 25, 2024, at 5:00pm, notify
the Owner by completing the Request for Clarification form who will include a written response to all
bidders via addendum. All RFCs shall be sent to Holland Construction Services, Terry Kennedy,
[email protected]. Oral communication shall not be binding.
