WASTEWATER TREATMENT FACILITY IMPROVEMENTS PHASE II

The City of O’Fallon, Illinois (Owner) is requesting Bids for the construction of the following Project:

Wastewater Treatment Facility Improvements Phase II

Sealed Bids for the construction of the Project will be received at the O’Fallon City Hall located at 255 South Lincoln Avenue, O’Fallon, IL 62269, until Tuesday, April 19th at 8:30 a.m. local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Furnishing all labor, materials, and equipment required to construct tertiary filters; sludge pump station; sludge dewatering facilities; conversion of existing package plant to aerobic digester; and associated site piping and site improvements in accordance with the specification and plans covering the work.

Bidders must secure their information as to the condition of the site and all local conditions affecting the work prior to submitting their proposals.

Bidders are notified that the price bid must include everything as described in the specifications and shown on the drawings.  No extra of any kind will be allowed unless ordered in writing by the Owner.

The Construction Contract for this project is subject to "An Act regulating wages of laborers, mechanics and other workers employed in any public works by the State, County, City or any public body or any political subdivision or by anyone under contract for public works", approved June 26, 1941, as amended, being Section 820 ILCS 130/1-12 Illinois Compiled Statutes, commonly referred to as The Prevailing Wage Act.  The Construction Contract for this project is also subject to the Employment of Illinois Workers on Public Works Act (30 ILCS 570). 

Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA).  Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract.  The procurement will be subject to regulations contained in the Procedures for Providing Financial Assistance from the Water Pollution Control Loan Program (35 IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, and the Employment of Illinois Workers on Public Works Act (30 ILCS 570).  This procurement is also subject to the loan recipient’s policy regarding the increased use of disadvantaged business enterprises (40 CFR Part 33, as amended).  The loan recipient’s policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening.  The policy is contained in the specifications.  Bidders are required to comply with the President’s Executive Order No. 11246, as amended.  The requirements for bidders and contractors under this order are explained in 41 CFR 60-4.  Bidders are also required to comply with the “Use of American Iron and Steel” requirements as contained in Section 436 (a)-(f) of the Consolidated Appropriations Act 2014.

Any contract awarded under this Invitation for Bids will require performance and payment bonds in the amount of 100% of the contract price.

The contract will be awarded to the lowest responsive, responsible bidder.

Plans and specifications must be obtained from Drexel Technologies at http://planroom.drexeltech.com and can be downloaded or ordered for the fee listed online.

A pre-bid conference for the Project will be held on Wednesday, April 6th at 10:00 a.m. local time at City Hall.  Attendance at the pre-bid conference is encouraged but not required.

The OWNER may make such investigations as he deems necessary to determine the ability of the BIDDER to perform the WORK, and the BIDDER shall furnish to the OWNER all such information and data for this purpose as the OWNER may request.  The OWNER reserves the right to reject any BID if the evidence submitted by, or investigation of, such BIDDER fails to satisfy the OWNER that such BIDDER is properly qualified to carry out the obligations of the Agreement and to complete the WORK contemplated therein.
