MINUTES OF THE REGULAR COUNCIL MEETING
January 20, 2015
 
The regular meeting was called to order at 7:00 p.m. by Mayor Graham who led the Council in “The Pledge of Allegiance to the Flag.”
 
Philip Goodwin, City Clerk, called the roll:  Gene McCoskey, present; Richie Meile, present; Ed True, present; Jerry Albrecht, present; Jerry Mouser, present; Kevin Hagarty, present; John Drolet, present; Herb Roach, present; Michael Bennett, present; Courtney Cardona, present; Jim Hursey, present; Ray Holden, present; David Cozad, excused; Harlan Gerrish, present.  A quorum was declared present.
 
APPROVAL OF MINUTES:  Mayor Graham asked for approval of the minutes.  Motion was made by J. Albrecht and seconded by E. True to approve the minutes of January 5, 2015.  All ayes.  Motion carried.
 
PUBLIC HEARING – None scheduled.
 
RESIDENTS:    Mayor Graham invited any resident who wished to speak to come forward.
 
Ron Zelms stepped to the podium.  He read excerpts of the White Paper dated June 2014, which was a counterpoint to the letter that the City had posted on our website.  He also mentioned a website called ofalloncitizens.org that includes the White Page in its entirety.
 
Kie Zelms also spoke.  She appreciated the assurance that the City is only considering a lease and not a sale of the water and sewer systems, although she does not think they have given a guarantee.  She asked who is on the selection committee that will review the RFP.  She also asked about the time table since the RFP’s were due January 19th.  She stated she expects the Public Works Committee to review the RFP’s.
 
Mayor Graham stated the RFP’s have not come in yet.  He said that the items will be published when they are received.  The professionals and staff will review them.  He wishes what is the best for the City.
 
REPORTS: 
 
Clerk’s Report:  City Clerk Goodwin read the following requests from O’Fallon Parks and Recreation along with Kixx Soccer Club to sell alcohol at the Katy Cavins Community Center on January 31st for their Trivia Night and a request from O’Fallon Parks and Recreation along with the O’Fallon Garden Club to sell alcohol at the Katy Cavins Community Center on February 7th for their Trivia Night.  Motion by E. True and seconded by J. Albrecht to approve.  All ayes.  Motion carried.
 
Mayor’s Report:   Mayor Graham announced the appointment of Patty Cavins and Rebecca Pickett to the Planning Commission.  Motion by M. Bennett and seconded by J. Mouser to approve the appointment.  All ayes.  Motion carried.
 
RESOLUTIONS:  Motion by J. Albrecht and seconded by E. True to pass Resolution Item 1 – a Resolution accepting the Route 50/Scott-Troy Road Redevelopment Plan and establishing a time and place for a Public Hearing to consider the Tax Increment Financing Redevelopment Plan and Project for the Route 50/Scott-Troy Road Redevelopment Project Area.

2nd Readings
 
Motion by J. Albrecht and seconded by G. McCoskey to consider Item 2 on 2nd Reading, an Ordinance amending Ord. 3319, Development Manual, Chapter 155, Appendix A, Ord. 3471 and 3665, Planned Uses, Chapter 158, Section 119; Ord. 623, 3587 and 3786, Signs authorized without a permit.

He also announced that Gander Mountain is being built now.  It is a large sporting goods store.
 
STANDING COMMITTEES
 
Community Development:Motion by J. Albrecht and seconded by G. McCoskey to approve the Special Event Permit request from St. Elizabeth’s for the Heart Health Awareness Month for a ribbon display on light posts from January 30th – February 27, 2015.  All ayes.  Motion carried.
 
Jerry Albrecht stated that there will be an official dedication of the new Fire and Parks maintenance buildings in the future.He stated the committee will meet January 26th at 6:00 p.m. at the Public Safety building.
 
Public Works:  R. Meile announced that they will meet January 26th at the Public Safety Building at 7:00 p.m.
 
Public Safety:  K. Hagarty said they will meet at 5:00 p.m. February 9th at the Public Safety Building.  They will discuss the opening of the new Fire and Parks maintenance buildings.
 
Finance/Administration:  Motion by M. Bennett and seconded by J. Albrecht to approve Warrant #317 in the amount of $519,916.04.

Parks and Environment:  E. True said they will meet February 9th at 5:30 p.m.
 
Mayor Graham also welcomed Troop 46, as they are working on their merit badge.
 
EXECUTIVE SESSION:   No closed session.
 
ADJOURNMENT:  Motion by J. Mouser and seconded by K. Hagarty to adjourn.  All ayes.  Motion carried.
