MINUTES OF THE REGULAR COUNCIL MEETING
October 5, 2015
 
The regular meeting was called to order at 7:00 p.m. by Mayor Gary Graham who led the Council in “The Pledge of Allegiance.”
 
Philip Goodwin, City Clerk, called the roll:  Gene McCoskey, present; Richie Meile, present; Jerry Albrecht, present; Robert Kueker, present; Jerry Mouser, present; Kevin Hagarty, present; Herb Roach, present; Matthew Smallheer, present; Michael Bennett, excused; Courtney Marsh, present; Ray Holden, present; Ned Drolet, present; David Cozad, present; Harlan Gerrish, present.  A quorum was declared present.
 
APPROVAL OF MINUTES:  Mayor Graham asked for approval of the minutes.  Motion was made by J. Albrecht and seconded by K. Hagarty to approve the minutes of September 21, 2015.  All ayes.  Motion carried.
 
PUBLIC HEARING – None scheduled.
 
RESIDENTS:  Mayor Graham asked if anyone wished to come forward to speak to the Council.
 
Vern Malare asked for confirmation on the amount on Item 1.  Mayor Graham read the amount on the resolution from the agenda posted on the web site.  He asked if it would cost five million dollars.  J. Taylor responded that it would cost about a half a million.
 
Terry Lysakowski asked if we applied for grants that surrounding cities were awarded to pay for sanitary sewer upgrades.  J. Taylor replied that the median income in our city disqualified us from the CBGB grants.  We routinely apply for many grants.  Mayor Graham said we give the CBGB money to the County, so they can use it for the cities not as fortunate as we are.
 
T. Lysakowski also asked about Proposition S money and whether it will be used for the Presidential streets.  J. Taylor replied that we still have three outstanding easements to get before we could proceed.
 
REPORTS: 
 
Clerk’s Report:  P. Goodwin asked for a motion to approve the following requests:
 
1.  Request from Kern’s Dance Co. Booster Club to conduct a raffle for Split the Pot and Alcohol on October 24th at St. Clair Bowl
 
2.  Request from the Parks & Recreation Foundation to sell alcohol at the Family Sports Park on October 30, 2015 for the Kickball Fundraiser
 
Motion by J. Mouser and seconded by H. Gerrish to approve the requests, as stated. All ayes.  Motion carried.
 
Mayor’s Report:   Mayor Graham read a Proclamation declaring October as Breast Cancer Awareness Month.  Brett Schuette of the American Cancer Society accepted the Proclamation.  He invited everyone out to Rock Springs Park on October 17th for the Making Strides Against Breast Cancer walk.
 
RESOLUTIONS: 
 
Motion by J. Albrecht and seconded by G. McCoskey to approve item 1, a Resolution authorizing the Mayor to execute an agreement with Millennia Professional Services of Illinois, Ltd., for additional surveying and engineering services for 2nd Street in the amount of $54,550.
 
H. Roach asked J. Taylor about the upgrades to the Presidential streets being in the budget.  J. Taylor responded that they are in the budget.

Motion by J. Albrecht and seconded by J. Mouser to approve item 2, a Resolution authorizing the Mayor to execute an agreement with H&M Backhoe Services, Inc., for the Southview Subdivision (Rebecca Area) Drainage Rehabilitation in an amount of $273,254, based on the unit price bid.

Public Works:  Motion by G. McCoskey and seconded by K. Hagarty to approve the purchase of a 2015 John Deere 310SL HL Backhoe Loader in the amount of $72,990.

G. McCoskey mentioned the next item on the agenda was not brought to committee because we did not have the bids in yet.  These items can fit on the dump trucks and when they are dumping the salt it activates the chemical, so it can be sprayed on the roads and bridges.  We did not want to wait because it may be winter pretty quickly.
 
Motion by G. McCoskey and seconded by K. Hagarty to approve the purchase of pre-wet salt brine systems for six dump trucks in the amount of $36,567.

Finance/Administration:  J. Albrecht said they met prior to this meeting.  Motion by J. Albrecht and seconded by G. McCoskey to approve Warrant #334 in the amount of $911,674.15.
