MINUTES OF THE REGULAR COUNCIL MEETING
October 19, 2015
 
The regular meeting was called to order at 7:00 p.m. by Mayor Gary Graham who asked Webelos Pack 49 to lead the Council in “The Pledge of Allegiance.”
 
Philip Goodwin, City Clerk, called the roll:  Gene McCoskey, present; Richie Meile, present; Jerry Albrecht, present; Robert Kueker, present; Jerry Mouser, present; Kevin Hagarty, present; Herb Roach, present; Matthew Smallheer, present; Michael Bennett, present; Courtney Marsh, present; Ray Holden, present; Ned Drolet, present; David Cozad, present; Harlan Gerrish, present.  A quorum was declared present.
 
APPROVAL OF MINUTES:  Mayor Graham asked for approval of the minutes.  Motion was made by J. Mouser and seconded by K. Hagarty to approve the minutes of October 5, 2015.  All ayes.  Motion carried.
 
PUBLIC HEARING – None scheduled.
 
RESIDENTS:  Mayor Graham asked if anyone wished to come forward to speak to the Council.
 
N. Drolet invited everyone out to the Halloween festivities on October 31st that Downtown O’Fallon Association is hosting with 35 merchants participating.  They will have complimentary picture taking opportunities at the Pumpkin Patch.  The O’Fallon Historical Society Museum will be open.  The three Rotary Clubs will sponsor the Halloween Costume Parade which will gather at noon and start at 12:30 p.m.
 
T. Lysakowski asked about the progress on the improvements in the presidential street area.  He said Proposition S money can be used for sanitary sewer improvements.  He also voiced his concern about a letter sent to the downtown merchants asking them to not allow their patrons to drink outdoors.  He believes it hurts their business.  Mayor Graham responded he had complaints from other patrons of the local businesses.  He also said the establishments are in violation of the liquor license Ordinance, as the patrons can only consume alcohol on the premises – not on the sidewalks.
 
Ed Martinez said the VFW is sponsoring a Halloween event for the children from 6 – 8 on the 31st.  It is totally free to the children.
 
REPORTS: 
 
Clerk’s Report:  P. Goodwin asked for a motion to approve a request from the National Association of Letter Carriers (for the Muscular Dystrophy Association) to conduct a roadblock at the intersection of State and Lincoln on December 12, 2015 from 12:00 p.m. – 4:00 p.m.
 
Motion by J. Mouser and seconded by M. Bennett to approve the request. All ayes except for N. Drolet and C. Marsh.  Motion carried.
 
Mayor’s Report:   Mayor Graham announced Halloween Trick or Treat hours are Saturday, October 31st from 6 – 9 p.m.

Community Development:  J. Albrecht said the next meeting will be next Monday at 6:00 p.m. at the Public Safety Building.
 
Public Works:  G. McCoskey stated the next meeting will be held next Monday at 7:00 p.m. at the Public Safety Building.
 
Public Safety:  C. Marsh said that they will meet November 9 at 5:00 p.m. at the Public Safety Building.
 
Finance/Administration:  M. Bennett said they met prior to this meeting.  M. Bennett asked for approval of Warrant #335 in the amount of $930,999.97. Motion by J. Albrecht and seconded by H. Gerrish to approve.

EXECUTIVE SESSION:  Mayor Graham stated the Council would go into closed session to talk about the purchase, lease or sale of real estate.  He said there would not be any action coming out of closed session.
 
Motion by J. Mouser and seconded by R. Kueker to enter closed session at 7:20 p.m.

Alderman Hagarty announced that he and Alderman Mouser are holding a Town Hall meeting for Ward 3 at City Hall tomorrow night at 6:30 p.m.  Alderman Roach announced Ward 4 is holding a Town Hall meeting at the Public Safety Building on North Seven Hills Road on Thursday, the 23rd at 6:30 p.m.
 
J. Albrecht said that on October 28th there is a public meeting at the Katy Cavins Community Center from 4 – 7 p.m. scheduled to discuss the potential NGA move to St. Clair County.
 
Council came out of closed session at 7:32 p.m. with no action.
 
ADJOURNMENT:  Motion by J. Albrecht and seconded by K. Hagarty to adjourn.  All ayes.  Motion carried.
