MINUTES OF THE REGULAR COUNCIL MEETING
January 6, 2014
 
The regular meeting was called to order at 7:04 p.m. by Mayor Gary Graham who led the Council in “The Pledge of Allegiance to the Flag.”
 
Philip Goodwin, City Clerk, called the roll:  Gene McCoskey, present; Richie Meile, present; Ed True, present; Jerry Albrecht, excused; Jerry Mouser, present; Kevin Hagarty, present; John Drolet, present; Herb Roach, present; Michael Bennett, present; Courtney Cardona, present; Jim Hursey, present; Ray Holden, present; David Cozad, present; Harlan Gerrish, present.  A quorum was declared present.
 
Mayor Graham asked for approval of the minutes.  Motion was made by J. Mouser and seconded by K. Hagarty to approve the minutes of December 16, 2013.  All ayes.  Motion carried.
 
PUBLIC HEARING – No hearing scheduled.
 
RESIDENTS:  No one came forward.
 
REPORTS: 
 
Clerk’s Report:  City Clerk Goodwin read a request from the O’Fallon Garden Club to sell alcohol at the Katy Cavins Community Center on January 25, 2014 for a Trivia fundraiser and a request from the O’Fallon Kixx Soccer Club to sell alcohol at the Katy Cavins Community Center on February 1, 2014 for an auction and trivia fundraiser.                 Motion by E. True and seconded by J. Hursey to approve the request.  All ayes.  Motion carried.
 
Mayor’s Report:   Mayor Graham said that we have had 13” of snow in the last couple of days, and our crews have plowed 340 miles of streets.  We have sub-zero temperatures, so the salt will not work, and we do not have any sand left.  Our focus is on the snow routes, and then we go onto the side streets.  However, cul-de-sacs are difficult.
 
He also announced that our bond rating has gone up.  Only 6% of the cities in Illinois have our bond rating.  That saves us millions when we do borrow over the lifetime of the loan.
 
RESOLUTIONS:
 
Motion by J. Mouser and seconded by E. True to approve Item 1 – A Resolution recommending Schedule B of the Executive Session minutes remain closed because the need for confidentiality still exists, as well as the approval of the destruction of audio and video recordings where more than eighteen months have elapsed.  All ayes.  Motion carried.
 
ORDINANCES:
 
1st Readings –
Motion by J. Mouser and seconded by E. True to consider on 1st reading Item 2, an Ordinance authorizing an agreement for maintenance of the sewer main “North Sewer Main”.
 
Mayor Graham said that the hospital has met with the residents, and Memorial has agreed to move the manhole and pave some of the trail.  He thanked Alderman Roach and Alderman Drolet for bringing the situation to his attention.

Community Development:  G. McCoskey announced that the next meeting is January 13th at 6:00 p.m. in the Mayor’s Conference room.
 
Public Works:  Motion by R. Meile and seconded by J. Hursey to approve the purchase of a trailer for the mini-excavator in the amount of $7,605 from Weil-Lombardo.

Finance/Administration:  Motion by M. Bennett and seconded by H. Gerrish to approve part B of Warrant #292 in the amount of $83.00 for Gifts for Individuals.

Mayor Graham mentioned that he kept the City offices closed until noon today for the safety of the employees.
 
Mayor Graham mentioned some of the projects that we will be working on this year are the Venita Overpass, the new fire station, the Green Mount expansion, Milburn School Road and the Old Collinsville Road improvements.
