Waste Management Waste Hauler Contract Renewed

O’Fallon, Illinois The City of O’Fallon has renewed the trash hauler contract with Waste Management for five years (three year contract plus a two-year optional extension). . The new contract goes into effect on April 1, 2023.

All routes and pick-up days will remain the same. Rates for the first year will remain unchanged from the previous year. The only major change is that Waste Management will no longer pick up trash or recycling left outside of the provided 96-gallon carts.

“We asked for bids on our trash hauling services to make sure our residents are getting the best deal. We got quotes from the three biggest haulers in the region and Waste Management was the best  for price and services offered,” said Mayor Herb Roach.

The rates for the Waste Management Trash Hauler Contract are:

  • April 1, 2022 – March 31, 2023 (Year 5 of Expiring Contract): $22.40
  • April 1, 2023 – March 31, 2024 (Year 1 of New Contract): $22.40
  • April 1, 2024 – March 31, 2025 (Year 2 of New Contract): $23.52
  • April 1, 2025 – March 31, 2026 (Year 3 of New Contract): $24.70
  • April 1, 2026 – March 31, 2027 (Year 4 of New Contract): $25.93
  • April 1, 2027 – March 31, 2028 (Year 5 of New Contract): $27.22

Waste Management will be using automated trucks for trash and recycling collection. These trucks use automatic lifting arms to empty carts, making collection efficient and safer. With automated collection, all materials must fit inside the provided trash or recycling cart with the lid closed – no extra bags, materials outside the cart, or resident-owned containers will be collected. Residents who need additional carts may request one from Waste Management for $2.50 per month. Residents may continue to use resident-owned containers and paper bags for organic yard waste. Waste Management will provide each residential property with one 96-gallon cart for organic yard waste, at no cost, but they must be requested by contacting Waste Management Customer Service at 1-800-964-8988.

Trash Collection: Refuse shall be collected from the curbside one time (1x) per week from each Single-Family Premises. Collections shall occur during ordinary hours but in no instance earlier than 6 a.m. All refuse must be contained inside of a container provided by the company. No waste outside of the containers will be collected.

Recyclable Collection: Recyclables shall be collected from the curbside one time (1x) every other week from each Single-Family Premises. Collections shall occur during ordinary hours but in no instance earlier than 6 a.m. All recyclables shall be contained to a company provided container. No recyclables will be taken that are left outside the container.

Organic Yard Waste: Organic Yard Waste shall be collected from the curbside 1 time (1x) per week from each Single-Family Premises. Collections shall occur during ordinary hours but in no instance earlier than 6 a.m. Organic Waste must be contained in either personal containers, containers provided by the company, or paper yard waste bags. No more than 12 personal container or bags may be used. Sticks may be bundled but must be no longer than 3 ft and no wider than 6 inches.

Bulky/Large Item Collection: Company will provide scheduled Bulky Waste pickup service to all Cart Service Recipients up to one (1) time each week and up to one (1) item per collection, at no additional charge. Cart Service Recipients will provide Company with at least five (5) business day advance notice and the Bulky Waste will be collected on the scheduled service date. Additional pickups or items are subject to an additional fee. Household appliance pick-up may be scheduled at a price of $25 per appliance.

All Refuse, Recyclables and Organic Waste Containers must be placed at the curb or other designated location and ready for pick-up before 6:00 a.m. on the collection day; any Containers not collected because they are not at the curb or other designated location on time shall not be considered a missed pick-up. All complaints as to Waste Management’s provision of the Collection Services, including alleged missed pick-ups, shall be given prompt and courteous attention. Company shall attempt to resolve all complaints promptly and shall cure all missed pick-ups that are not the result of force majeure events within forty-eight (48) hours, conditions permitting. All Single-Family Premises Service Recipients shall be billed no less than quarterly, and Multi-Family Complex Service Recipients shall be billed monthly.

Containers with contamination or excluded materials will not be picked up. “Excluded Materials” means radioactive, volatile, corrosive, flammable, explosive, biomedical, infectious, bio-hazardous or toxic substance or material.
